NEW APPLICATION FOR A CLASS EF LIQUOR LICENSE FOR COSTCO WHOLESALE 4299 GUIDE MERIDIAN STREET BELLINGHAM, BY JOHN ROBERT OSTERHAUS, PAUL GV MOULTON AND JAMES DENNIS SINEGAL (AB91 -361) VANDERPOL MOVED TO RECOMMEND APPROVAL. The motion carried unanimously 2. NEW APPLICATION FOR A CLASS EF LIQUOR LICENSE FOR STARVIN' SAM'S MINI MART #17, 8495 HARBORVIEW ROAD, BLAINE, BY M.B. BOULOS AND YANOLLA G. BOULOS (AB91 -362) VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 3. NEW APPLICATION FOR A CLASS H LIQUOR LICENSE FOR BILLY MCHALE'S RESTAURANT, GUIDE MERIDIAN AND KELLOGG ROAD BELLINGHAM, BY JOHN ROBERT HOEHL, JR., EDMUND LEE KING, AND TERRENCE P. LUKENS (AB91 -363) VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 4. REQUEST FOR AUTHORIZATION TO ENTER INTO AN AGREEMENT BETWEEN WHATCOM COUNTY AND PUBLIC UTII.ITIES DISTRICT NO. 1 TO PROVIDE JOINT FUNDING FOR THE CONSTRUCTION OF A TRANSMISSION MAIN TO SERVICE PARCELS IN THE NORTHWESTERN PART OF WHATCOM COUNTY (AB91- 364) Van Zanten explained this issue. Water Service agreement was distributed. The funding summary was noted on page 44 of the packet. Items discussed were: fire flow? fire prevention; costs; deterioration of water quality; Ferndale 's decision not to service this area; type of pipe to be used; PUD's intention to - negotiate with Ferndale. Comments were made by: Tom Anderson, PUD 1; Tyler; Imhof; Brenner; VANDERPOL MOVED TO RECOMMEND APPROVAL PROVIDED THE NEGOTIATION WITH THE CITY OF FERNDALE IS CARRIED OUT. VANDER YACHT MOVED TO TABLE UNTIL OCTOBER 8. The motion to table passed 2 -1 with Vander Yacht and Imhof voting for. Minutes, 9/24/91, Page 1 5. RESOLUTION DESCRIBING THE SCOPE OF AND SETTING A HEARING ON THE CREATION OF A COUNTY -WIDE FLOOD CONTROL ZONE DISTRICT (AB91 -071G) Van Zanten explained saying a new item was added because of the Friends of Lake Whatcom. She is adding a new whereas as follows: "F. Work with Planning to identify forestry .practice permits that County staff recommends to the Council for appeal to the appropriate agencies. These contributing conditions might include, but not be limited to, steep and unstable slopes, harvest in rain -on -snow zones, madequate stream buffers, history of mass wasting and over - cutting." The current wording of F. would become G." Van Zanten said a third point was not added because of the threat of liability. The following two paragraphs were also added between Line 8 and 9, page 1. WHEREAS, Whatcom County wishes to adopt the most feasible approach to deal in a comprehensive manner with flood control. This approach would address not only effects but VANDERPOL MOVED TO RECOMMEND APPROVAL with amendments. IMHOF MOVED TO ADD H. OTHER RELATED WORK AS DEEMED NECESSARY. Vanderpol accepted this as a friendly amendment. The amended motion carried unanimously. 6. RESOLUTION DESCRIBING BOUNDARIES DESCRIBING FLOOD CONTROL NEEDS AND REQUIREMENTS AND SETTING A PUBLIC HEARING ON THE CREATION OF THE SUMAS RIVER SUB -FLOOD CONTROL ZONE DISTRICT (AB91 -071H) Van Zanten explained this issue. VANDERPOL MOVED APPROVAL OF THIS ITEM. The motion carried unanimously. 7. RESOLUTION TRANSFERRING ASSETS OF THE SUMAS AREA FLOOD CONTROL ZONE DISTRICT TO WHATCOM COUNTY FOR FLOOD CONTROL PURPOSES (AB91 -071I) VANDER YACHT MOVED APPROVAL OF THIS ITEM.
