October 8, 1991
The meeting was called to order at 6:15 p.m. in the Council Chambers, 1000 N. Forest, 2nd
floor, by Chairperson Bob Imhof.

1. REQUEST FOR AUTHORIZATION TO ENTER INTO ANNT AGREEMENT
BETWEEN WHATCOM COUNTY AND PUBLIC UTILITIES DISTRICT
NO. 1 TO PROVIDE JOINT FUNDING FOR THE CONSTRUCTION OF A
TRANSMISSION MAIN TO SERVICE PARCELS IN THE NORTH-
WESTERN PART OF WHATCOM COUNTY (AB91- 364)(KEPT IN
COMMITTEE 9/24)
Ray Weden answered question from the Council Members.
Issues discussed were: chance for Ferndale to get a water system for very little;
County loan for capitalization; funding for the LUD; repayment from latecomers; grant
applications.
Comments were made by: Imhof, Ray Weden, and Van Zanten.
VANDERPOL MOVED TO RECOMMEND APPROVAL.
The motion carried unanimously.
2. NEW APPLICATION FOR A CLASS EF LIQUOR LICENSE FOR
SEMIAHMOO CENTER, 4485 BIRCH BAY /LYNDEN ROAD, BLAINE, WA
98230 BY RAY HOLDEN AND HUGH L. DOWNS (AB91 -376)
VANDER YACHT MOVED TO RECOMMEND APPROVAL.
Motion carried unanimously.
3. NEW APPLICATION FOR A CLASS E LIQUOR LICENSE FOR AMMEX
TAX & DUTY FREE SHOPS WEST, INC., 9948 GUIDE MERIDIAN ROAD,
LYNDEN, BY DAVID H. BERNSTEIN, JORGE OMISTE, ALFRED

Motion carried unanimously.
4. PETITION FROM PROPERTY OWNERS REGARDING JUNE ROAD
(AB91 -343)
Property owners Io Valient (4874A North Village Lane), Donald Emery (4878 North
Village Lane) and Fred Dether (5058 Northside Dr.) presented the problem.
Topics discussed: Developer had promised a greenbelt where June Road is cut out;
reasons these people purchased in the area, the lack of adequate room for the proposed
road.
