4 The meeting was called to order by Chairman Bob Imhof in the Council Chambers
5 at 6 p.m.

9 1. RESOLUTION SUBMITTING THE QUESTION OF CREATING LAKE
10 MANAGEMENT DISTRICT NO. 1 FOR LAKE SAMISH TO THE
11 OWNERS OF LAND WITHIN THE PROPOSED DISTRICT (AB91 -235D)
12 (REFERRED BACK TO COMMITTEE 11/12)
13 Bruce Mills, Engineering, explained the different elevations that have been noted on
14 the lake and the need for a retention dam. In the initial stages it is proposed to add one
15 half of a foot to 268.1 feet.
16 Patricia Whitney, voiced her concerns about having her beach covered with water.
17 She said she and her husband had raised their land level so it would be higher than the
18 lake. She said she would like a vote by the people of the lowland to see if they would like
to pay for this.
20 Jan Omey, Church Street: Omey explained the voting procedure saying the balloting
21 will divided in two parts 1. those who need a water permit, and 2. those people who have
22 lake frontage who will be charged per frontage foot. She encourages the Council to move
23 forward with the vote. She said the committee cannot go forward on this project unless this
24 vote is taken. The State has a deadline of Fall 1992 where they will use regulatory action
25 against people who have no water rights.
26 Bruce Harris, 135 Summerland Road: There are possible monies available from the
27 Department of Fisheries if there is a provision for a species of salmon to be seeded in the
28 lake.
29 VANDERPOL MOVED THIS BE RECOMMENDED FOR APPROVAL TO THE
30 COUNCIL.

33 2. RESOLUTION ADOPTING TIME 1992 SIX -YEAR PHYSICAL PLANT
34 AND FAC UTIES CAPITAL PROGRAM RELATING TO BUILDINGS
35 AND FACILITIES FOR THE COUNTY (AB91411)
Shirley Van Zanten, County Executive, explained this issue.

4 3. RESOLUTION ADOPTING THE WHATCOM COUNTY 1992 ROAD
5 CONSTRUCTION PROGRAM (AB91 -410)
6 Ed Henken, County Engineer, explained this issue. He said the list is not shown in
7 priority order.

9 RESOLUTION.
10 The motion carried unanimously.
