PUBLIC SERVICES AND SOLID WASTE COMMITTEE
November 12, 1991
The meeting was called to order at 6 p.m. in the Council Chambers, 1000 N. Forest
St., 2nd floor, by Committee Chairman Bob Imhof.

1. ORDINANCE CLOSING DRAYTON HARBOR ROAD (AB91 -266) 48 -49
Jan Hanson, Blaine City Council member: She is opposed to the closure. She spoke
of the history of the road and the need it fills. She said the City of Blaine is eager to work
with the people.
Steve DeBolt, Drayton Harbor Rd.: Spoke in favor of the closure citing lawlessness
and public safety.
Roger Beck, 9004 Shearwater: Spoke in opposition to the closure. He stated he is sad
this has become a neighbor versus neighbor issue.
Allan Tut, 5336 Canvas Back. Rd.: Opposed to the closure. He mentioned being
marooned in Sudden Valley and does not want one of the routes from Semiahmoo to be
closed. He understands, however, the concerns of the residents on Drayton Harbor Road.
Harvey Ives, 8919 Bald Eagle Lane: He sympathizes with the residents but is opposed
to the closure. He said Emergency Services need to be able to get through this route.
Ethel Montour, Drayton Harbor Road: In favor of closing the road. She thinks the
road is still not safe even for the residents.
Fred Amundsen, 5641 Sanderling Way: Represents eight communities in Semiahmoo
and is opposed to the closure. He said his group is still looking for ways to make it more
safe, but he feels it should not be closed.
Wesley Hart, Drayton Harbor: He has lived there 34 years and said more than 50
percent of the drivers exceed the speed limit. He is in favor of the closure.
David Chapman, Blaine: Opposed to the closure. He said the stop signs and rumble
strips have been installed. He said there are things being done to make this a safer road,
and it will be safer.

Imhof said he had been there this week and progress is being made to make it as
safe as possible.
Vanderpol said he is not insensitive to the residents of Drayton Harbor Road, but
he does believe other steps must be taken before the road is closed.
Vander Yacht said there are still things to be done on this, and he cannot support
closure.
VANDERPOL MOVED TO RECOMMEND DENIAL OF THE ORDINANCE TO
THE FULL COUNCIL.
The motion carried unanimously.
2. RESOLUTION SUBMITTING THE QUESTION OF CREATING LAKE
MANAGEMENT DISTRICT NO.1 FOR LAKE SAMISH TO THE OWNERS
OF LAND WITHIN THE PROPOSED DISTRICT (AB91 -235D)
Pat Whitney, Lake Samish Dr.: She said she spoke to Linda Irvin and Bruce Mills,
but neither could answer her questions, so she spoke to someone in Olympia who also could
not answer her questions for several weeks. She said some of her land will probably be
under water if this goes through, and she wants the vote postponed.
The Committee discussed the amount the lake could rise.
Vanderpol recommended bringing this to the full Council to answer some of these
questions.
Because there was no further business, the meeting was adjourned at 6:40 p.m.
