The meeting was called to order at 6:05 p.m. by Committee Chairman Bob Imhof

1. PROCLAMATION DESIGNATING THE WEEK OF MAY 19 -25 AS
PUBLIC WORKS WEEK (AB91 -181)
VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Imhof agreed and said this department had worked very hard during the flood.
The motion carried unanimously.
2. DECISION REGARDING- APPRAISAL COSTS FOR EASEMENT
GRANTED TO WENDT /PHII.LIPS (AB90 -274)
Imhof said he thought the county appraisal was fair and he sees no grounds to change
the amount; Vanderpol agreed.
VANDERPOL MOVED TO DENY ANY CHANGE IN THE APPRAISAL TO
COUNCIL.
The motion carried unanimously (2 -0).
3. RESOLUTION DECLARING ACCEPTANCE INTO THE COUNTY
ROAD SYSTEM OF WEST ILLINOIS STREET FROM NOME STREET
WESTERLY APPROXIMATELY 1200 FEET (AB91 -185)
Henken said it was originally built as a private road, meanwhile the standards have
increased. Public Works looked at this and the Morse Hardware Company took care of the
deficiencies. The road is now up to County standards. Bob Morse said they had been trying
for 22 years to have this accomplished.
VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried unanimously (3 -0).

Ron Butcher, 5027 Drayton Harbor Road: This is the road that runs around
Semiahmoo and hugs the waterline. Vanderpol said the city limits of Blaine stops at 5311
Harbor Road. Butcher said he represents the Harborview section. He said the residents
wish to petition the County to close that road and keep it as a local access road only. There
are designs to make this a main thoroughfare to service Semiahmoo and Cannery Hill where
there will be two new golf courses. The speed limit is 25 mph; the Sheriff set up a speed
zone and clocked people going up to 85 mph. The City of Blaine said they would reroute
the traffic but there have been no steps in that direction. Butcher said he hoped Blaine
could be persuaded to develop an alternate road to Semiahmoo and Cannery Hill and that
Drayton Harbor Road could be a local access road only.
Steve DeBolt, 5203 Drayton Harbor Road: Would like to alert the committee to the
fact that 90 to 95% of the cars are going an average of 45 mph and are constantly passing
where there are blind curves and double yellow lines. His house is 9 ft. from the edge of
the road. Since Semiahmoo was built it has gotten worse. The police only give warnings;
they don't seem to have the resolve or manpower to address this problem. Drayton Harbor
Road is having developers coming in and building homes at an alarming rate. This road will
not be able to handle the 585 cars per hour that is projected. The residents are afraid to
pull out on to the road from their driveways.
Vanderpol asked Henken what could be done. Henken said about two years ago this
came up and they were opposed to the closure at that time. Blaine's road was bad then but
it has been rebuilt. The County did put a load limit on it but the residents said it is not
being enforced. - The Engineering department sent their deputy out to'put up a sign. There
is a Cannery Hill study showing there are plans to add thousands of cars to this road. This
road could not be built to handle this traffic; it should be rerouted to a new road and not
the Drayton Harbor Road. There was discussion about the developing of Lincoln to take
some of the traffic. Imhof asked Henken to report back in two weeks with an appropriate
option. Henken said he should meet with the City of Blaine. Vanderpol mentioned that
a policy statement by the Council would have more impact.
VANDERPOL MOVED THAT THE DRAYTON HARBOR ROAD WEST OF
HARBORVIEW BE CLOSED TO THROUGH TRAFFIC.
The motion carried unanimously (3 -0).
The meeting was adjourned at 6:50 p.m.
