Present Absent Mary Vanderpol None Dennis Vander Yacht 1. REQUEST FOR COUNCIL CONCURRENCE TO CLOSE ROBERTS ROAD BETWEEN MARTIN ROAD AND CENTRAL ROAD (AB91- 121) Van Zanten said there was a great deal of illegal dumping in this area and it is proposed this area of the road be closed. Many people including the Nooksack Tribe have been concerned about the degradation of the streams in that area. The Council may need to only endorse the concept. Henken told Van Zanten he did not think all the property owners in the area had been alerted. Henken had indicated it may be necessary to schedule a public hearing to make it more legally correct; it could not be enforced without an ordinance. John Tyler said the garbage dumping is horrible and continues to be a problem. Vanderpol said he felt this should be sent to the legal council before it is brought to the Council. The committee concurred. 2. RESOLUTION STATING THE COUNCIL'S INTENT TO ADOPT AN ORDINANCE FORMING A COUNTY -WIDE FLOOD CONTROL ZONE DISTRICT AND REQUESTING AND AUTHORIZING COUNTY OFFICIALS TO UNDERTAKE CERTAIN RELATED ACTIONS (AB91- 071) (EXECUTIVE WAS ASKED TO STUDY THIS ISSUE AND REPORT WITH TIME LINE AT THIS MEETING) Imhof said Van Zanten will be giving a presentation to Council on this issue so the committee will not ask her to give it twice. 3. RESOLUTION (OR LETTER) ENDORSING SUBSTITUTE HOUSE BILL 1569, THE COMMUNITY -BASED LONG -TERM CARE ACT (AB91- 116) Vanderpol said this is a bill Dennis Braddock is endorsing. He said he thinks this will be an astronomical amount of tax for employers and employees to pay in a few years. He said he is nervous about this and is not ready to vote for it. Imhof said this will be an expensive program but there seems to a lack of monetary estimates attached. A large amount of documentation just arrived and Imhof has not had time to study it. The Deputy Secretary for Programs of the Department of Social and Health Services has listed five problems they have with this bill. Vanderpol individual members can send letters of Minutes, 3/26/91, Page 1 endorsement if they wish. VANDERPOL MOVED TO TABLE UNTIL THERE IS MORE INFORMATION. The motion was carried unanimously. 4. RESOLUTION SUPPORTING SB 5411, MAKING CHANGES TO STATE POLICIES REGARDING FLOODING AND FLOOD DAMAGE PREVEN- TION (AB91 -117) Hansey said this is the most comprehensive bill to date and is broadly endorsed by Democrats and Republicans alike. This has no fiscal information or impact with it. VANDERPOL MOVED TO RECOMMEND SUPPORT FOR THIS RESOLU- TION TO THE COUNCIL. The motion carried unanimously. 5. OTHER BUSINESS Litering on Slater Road: Imhof said he had written letters to three haulers asking them to try to reduce the amount of litter flying off trucks on Slater Road on the way to RECOMP.
