June 25, 1991
The meeting was called to order at 6 p.m. in the Council Chambers, 1000 N. Forest
St., 2nd Floor, by Committee Chair Bob Imhof.

1. NEW APPLICATION FOR A CLASS ACEF LICENSE FOR THE BEACH
STORE AND CAFE ELISABETH KENNEDY MARSHALL AND MARK
WII FRED MARSHALL AT 2200 N. NUGENT, LUMMI ISLAND (AB91-
232)
VANDER YACHT MOVED TO RECOMMENDED APPROVAL TO COUNCIL.
The motion carried 2 -0.
2. REQUEST BY THE EXECUTIVE FOR ADDED FUNDING TO ALLOW
FOR REPAIR WORK ON THE NOOKSACK RIVER PROTECTION
SYSTEM (AB91 -233)
Van Zanten explained this issue. She stated there are ample funds to donate
$750,00; this would, cover most of the cost of the repair work necessary and would allow
it to be started while we are waiting to see what FEMA funds will be forthcoming. The
road fund and the general fund has a balance that could accommodate this expenditure.
VANDER YACHT MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried 2 -0.
3. PETITION FOR VACATION OF PORTION OF GRAND BOULEVARD,FILED
BY DOROTHY CLEMENT (AB91 -066) (continued from 6/11)
Watts explained this issue stating the different cases that had come before the courts;
these cases showed the properties platted in 1989 were automatically vacated. Watts
suggested the Council should vacate this road because they can't confer rights to Water
District 10 that it already has.
IMHOF MOVED TO RECOMMEND APPROVAL OF GRAND BOULEVARD
TO COUNCIL.

4. RESOLUTION SHOWING INTENT TO FORMA LAKE MANAGEMENT
DISTRICT FOR THE LAKE SAMISH AREA (AB91 -235)
Van Zanten explained this issue. DOE issued an ultimatum that by June 1 the
residents had to work on the low flow in Friday Creek. The Executive has stated she would
work with the residents on establishing a district to allow them to give them access to
funding.
Jan Omey: She stated there had been meetings and surveys circulated to the
residents with a 40 percent return. Over 52 percent were in favor of forming the district.
76 percent were in favor of an update on the water plan. _ DOE took into consideration the
attendance at meetings by the June 1 deadline to show willingness to deal with this issue.
VANDER YACHT MOVED TO RECOMMEND APPROVAL TO THE
COUNCIL.
The motion carried unanimously.
The meeting was adjourned at 6:35 p.m.
