Present Absent Mary Vanderpol Dennis Vander Yacht 1. CONSIDERATION OF PETITION FOR VACATION OF GRAND BOULEVARD, FILED BY DOROTHY CLEMENT (AB91 -066) (SECOND REPORT FROM ENGINEERING RECD) County Engineer Henken explained this issue. VANDERPOL MOVED TO RECOMMEND TO COUNCIL TO INCLUDE THE PRIVATE EASEMENT. The motion carried unanimously. 2. RESOLUTION SETTING A HEARING ON THE PROPOSED TRANSPORTATION BENEFIT DISTRICT IN POINT ROBERTS (AB91- 217) Van Zanten explained this issue. The hearing will be on July 9. VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 3. RESOLUTION ESTABLISHING POLICY AND PROCEDURES FOR PRIVATE REQUESTS FOR SAMPLING OF GROUNDWATER AND SURFACE WATER AT COUNTY FACILITIES (AB91 -218) Van Zanten discussed this resolution. This policy is in response to the Council's request in November. Jurica answered questions from the committee. VANDER YACHT MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 4. RESOLUTION TO ESTABLISH POLICY FOR DUMPING AND LEVELING MATERIALS FROM COUNTY DITCH - CLEANING OPERATIONS (AB91 -219) 123 -126 Tyler stated the conditions any benefit could be given to county employees. It is a benefit to the County to be able to dump this material rather than haul it for miles. There have been concerns by residents that County employees are getting benefits. It will be advertised so any residents could apply for it to provide fill and save the County money in hauling. VANDERPOL MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 5. ORDINANCE ALTERING BOUNDARIES OF PRECINCTS 71, 81, 14 AND 104 (AB91 -204) 6. ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 1.12, CREATING NEW BOUNDARIES FOR COUNCIL DISTRICTS (AB91 -203) County Auditor Forslof explained items 5 and 6 and showed the changes on a map. VANDERPOL MOVED TO RECOMMEND APPROVAL OF ITEMS 5 AND 6 TO COUNCIL. The motion carried unanimously. 7. Other Business Imhof read a letter he plans to send to Ali Raad regarding solid waste disposal. He is asldng the Council members to sign this letter tonight; the letter asks for thorough and expeditious review of this process.
