Friday, January 11, 1991
The meeting was called to order at 5:30 p.m. in the Council Room, 2nd floor, 1000
N. Forest St., by Chairperson Mary Vanderpol.

1. PETITION FOR VACATION OF BASS STREET, FILED BY ICSAN
REYNOLDS AND MICHAEL J. MCGINNIS -- RECONSIDERATION
WITH DIFFERENT LEGAL DESCRIPTION (AB90 -185) 25 -33
VANDERPOL MOVED TO RECOMMEND TO COUNCIL THAT A
PUBLIC HEARING BE HELD.
Carried unanimously.
2. PETITION FOR VACATION OF A PORTION OF WASHINGTON
STREET, AKA FOREST VIEW DRIVE. AND ALLEY, FILED BY ICSAN
REYNOLDS (AB90 -380) 34 -37
VANDERPOL MOVED TO RECOMMEND TO COUNCIL THAT A
PUBLIC HEARING BE HELD.
Carried unanimously.
3. ORDINANCE FOR CHANGING THE LAKE WHATCOM WATERSHED
COMMITTEE TO THE WATER RESOURCES COMMITTEE (AB90-
451) 38 -39
Discussion pointed out that most of the objectives of the Lake Whatcom Watershed
Committee have been met. The feeling is that it's time with all the problems that we're
going to be having with water and with all the things coming up in the Statek to take a
broader look at the watershed in the area, particularly since a Water Resources Manager
has-been added to the staff.

Recommendation carried unanimously.
4. ORDINANCE INCREASING THE NUMBER OF MEMBERS ON THE
SOLID WASTE ADVISORY COMIVIITTEE (AB90 -455) 40 -43
Approval would increase the -number from 9 to 11; the increase was considered
because of the larger interests to be served by the Solid Waste Advisory Committee.
VANDER YACHT RECOMMENDED ADOPTION TO COUNCIL.
Carried unanimously.
5. ORDINANCE AMENDING ORDINANCE 90 -95, THE SERVICE LEVEL
ORDINANCE, ALLOWING THE MINI -CAN OPTION BE PROVIDED
ON MONTHLY BASIS; POSTPONING THE EFFECTIVE DATE OF
GARBAGE AND RESIDENTIAL RECYCLING SERVICE LEVELS TO
MAR. 1, 1991 AND NONRESIDENTIALRECYCLING SERVICE LEVELS
TO MAY 1, 1991 (AB90 -415) 44-46
Discussion pointed out that this ordinance is in response to requests from light users
such as one person households or super recyclers.
IMHOF MOVED TO RECOMMEND TO COUNCIL.
Motion carried unanimously.
6. RESOLUTION IN THE MATTER OF DEDICATING CERTAIN
COUNTY -OWNED RIGHT -OF -WAY FOR PUBLIC USE AS A STREET
TO THE CITY OF NOOKSACK (AB91 -011) 120 -126
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
_ 7. DISCUSSION OF CONCERNS ABOUT THE CONDITION OF AGATE
HEIGHTS DRIVE (REQUESTED BY WARNER) (AB90 -454)
(POSTPONED FROM 12/18 MEETING) 91 -92
IMHOF MOVED TO POSTPONE THE DISCUSSION TO THE NEXT
MEETING.

8. DISCUSSION OF FEASIBILITY OF FORMING A COUNTY -WIDE
DRAINAGE DISTRICT AB90 -456) (POSTPONED FROM 12/18
MEETING)
Committee listened to presentations from Ed Henken and Tom Hayden. There was
extensive discussion of diking districts and methods off proceeding with this.
Because this matter was something that needed to be further discussed at the regular
Council meeting, the Finance and Personnel Committee meeting was adjourned.
