HomeMy WebLinkAboutPlanning and Development September 24 1991WHATCOM COUNTY COUNCIL PLANNING AND DEVELOPMENT COMMITTEE Tuesday, September 24, 1991 The meeting was called to order at 3:00 p.m. in the Council Chambers, 1000 N. Forest St., 2nd floor, by Chairperson Marge Laidlaw. Also present: Absent: Don Hansey None Emily Jackson (arrived late) 1. HARRY WEATHERBY REQUEST FOR PLANNING COMMISSION TO HEAR REZONE OUTSIDE CYCLE (AB91 -346) Dan Taylor presented a map with the current zoning and gave the background of the zoning currently in place. He also covered the pros and cons of the nonconforming zoning currently in place. Taylor indicated that he is personally sympathetic with the zoning change request because of the personal hardship, but the situation is not an emergency and he does not necessarily encourage a change; nothing has changed since the original zoning was put in place and he would recognize the basis of the original decision and stand by it. Harry Weatherby, 6553 Guide Meridian, Lynden: Considering the traffic on the Guide, he would not recommend to Council that any of the area along there be zoned residential. But now he has a chance to sell his property, but needs to have it zoned commercial to maximise his property value. His property has been a place of business for 60 years; it should have been zoned that way in the first place. HANSEY MOVED TO RECOMMEND TO COUNCIL THAT MR. WEATHERBY'S REQUEST GO THROUGH THE NORMAL CYCLE WITH THE PLANNING COMMISSION. Emily Jackson arrived. The motion carried with Jackson opposing. 2. ORDINANCE ESTABLISHING A MORATORIUM COMBINING AND EXTENDING TWO MORATORIUMS ON SURFACE MINING (AB91 -329) (PUBLIC HEARING SCHEDULED FOR 9/24) Taylor said that all sides, the citizens and industry, seem to be in agreement with the Planning Commissions recommendation of extension of the moratorium. SUBJECT TO THE OUTCOME OF THE PUBLIC HEARING, HANSEY MOVED TO RECOMMEND EXTENSION OF THE MORATORIUM UNTIL Planning & Development Minutes, 9/24/91, page 1 JUNE 1992. The motion carried unanimously. 3. ORDINANCE REVISING THE ANNUAL INTEGRATED ROADSIDE VEGETATION MANAGEMENT PROGRAM (AB91 -237A) The Committee discussed the issue. HANSEY MOVED TO RECOMMEND A "DO PASS ". The motion carried unanimously. 4. ORDINANCE AMENDING THE LYNDEN- NOOKSACK VALLEY COMPREHENSIVE PLAN AND THE OFFICIAL ZONING MAP FROM GENERAL COMMERCIAL TO RESIDENTIAL RURAL TWO PER ACRE FOR PARCELS C AND D, LAKESIDE PLAZA SHORT PLAT (AB91- _ 345) This was discussed at the September 10th Committee meeting where Jackson moved to recommend approval. No new information was presented. 5. OTHER BUSINESS Some discussion followed between Committee members and Taylor about the Bakerview Annexation issue. ATTEST: Bar Maher, De ty Clerk .
