HomeMy WebLinkAboutPlanning and Development November 26 1991WHATCOM COUNTY COUNCIL PLANNING AND DEVELOPMENT COMMITTEE November 26, 1991 The meeting was called to order at 2:30 p.m. in the Council Chambers, 1000 N. Forest St., 2nd floor, by Chairperson Marge Laidlaw. Also present: Emily Jackson Don Hansey Absent 1. DISCUSSION ON COMMENTS TO FOREST PRACTICES BOARD (AB91- 348A) Dan Taylor of Planning presented the intent of their department. Gordon Scott presented the need for the DNR's need for public's and the County's input on their forest practices. The current concern is cumulative effects of forest practices. He stressed the need for DNR, DOE, and the County to work together on these issues as well as other issues like wetlands, particularly in view of the Growth Management plans of the County. Scott answered questions from the Committee. Issues discussed: Cumulative effects, tradeable permits, DNR's rule- change package. Persons spealdng: Laidlaw, Hansey. HANSEY MOVED TO RECOMMEND TO COUNCIL THAT THEY ENDORSE THE COMMENTS TO MOVE FORWARD FOR THE PRE - PROPOSAL COMMENTS OF THE FORESTRY PRACTICES BOARD AS DEVELOPED BY THE STAFF. Motion carried unanimously. Scott also presented an update on the Cub Creek meeting. Applicant will be sending in an amended map. 2. RESOLUTION AGREEING WITH A RESOLUTION BY CITY OF LYNDEN APPROVING A BOUNDARY ADJUSTMENT (AB91 -405) HANSEY MOVED TO RECOMMEND APPROVAL. Motion carried unanimously. 3. PARKS PROPERTY AT LAKE SAMISH FOR WWU ROWING CLUB Planning & Development Minutes, 11/26/91, page 1 (DISCUSSION ONLY, NO COUNCIL ACTION AT THIS TIME) (AB91 -422) Roger DeSpain: Presented the history of the WWU Rowing Club and of the development of the Park at Lake Samish and of the plans for future development of the Park. Discussed with the Committee projected costs for the project and possible financing for the project. Fillip Leanderson, Director of rowing program at WWU: Discussed the present race course /program and the advantages of having this park site and the need the University has for this type of facility. Bob Diehl, active in the program at WWU: Presented the public interest in and demand for this type of program such as high school programs, adult programs, and an increased competition program. Because there was no further business, the meeting was adjourned.
