Forest St. by Committee Chairperson Marge Laidlaw. Also Present: Emily Jackson Don Hansey Absent None 1. ORDINANCE AMENDING CHERRY POINT - FERNDALE SUBAREA COMP PLAN MAP FROM URBAN RESERVE COMMERCIAL TO URBAN RESERVE AND THE OFFICIAL ... ZONING MAP FROM GENERAL COMMERCIAL TO URBAN RESIDENTIAL FOR THREE DWELLING UNITS PER ACRE FOR APPROXIMATELY ONE ACRE (AB90 -442) 47 -58 MOVED TO RECOMMEND PASS TO COUNCIL. Motion passed unanimously. 2. ORDINANCE AMENDING THE ... ZONING ORDINANCE REGARDING SURFACE MINING ACTIVITIES IN THE RURAL, AGRICULTURE, FOREST AND GENERAL PROTECTION ZONING DESIGNATIONS (AB90 -443) 59 -79 Considerable discussion followed, including presentations from Dan Warner and Dave Ernst. Most of the discussion was about the permit clause on p. 74. Consensus was that some further attention needed to be spent on the wording which right now is ambiguous and unclear. Fred Sieger, representing the county's gravel suppliers, pointed out to the Committee that they would like to have public hearings on this matter before any final decision is made. The matter is not simple, and the public has a need to know the facts. Jackson asked Sieger if this ordinance was passed with the understanding that it would be addressed again in the near future, say six to nine months, would this create a tremendous amount of financial hardship for the industry. Sieger said yes, it would, if they moved to fit in with the ordinance and then were later told that oh, well, it really isn't necessary and they've, for instance, dug test wells for water monitoring. Further discussion followed about what the Committee could deal with without public hearings and about the deadline for the ordinance and about remanding the ordinance to the Planning Commission. ORDINANCE AMENDING THE ... ZONING ORDINANCE TO REQUIRE THAT REQUESTS FOR DIVISIONS OF AGRICULTURAL LAND BE REVIEWED BY A COMMITTEE REPRESENTING BUILDINGS AND CODE, PLANNING, SOIL CONSERVATION SERVICE, AND AGRICULTURAL EXTENSION OFFICE (AB90- 444) 80 -82 JACKSON MOVED TO RECOMMEND PASS TO THE COUNCIL.
