Forest, 2nd floor, by Marge Laidlaw, Chairperson. Also present Absent Don Hansey Emily Jackson, late 1. RECOMMENDED DENIAL OF A REQUEST TO REVISE THE LAKE WHATCOM COMP PLAN MAP FROM FORESTRY TO RURAL AND AMENDING THE ZONING MAP FROM FORESTRY TO RURAL -5 -ACRES FOR A 26.5 -ACRE PARCEL ON LAKE LOUISE ROAD (AB91 -286) 207 -221 After discussion: HANSEY MOVED TO RECOMMEND DENIAL. Motion carried unanimously. 2. RECOMMENDED DENIAL OF A REQUEST TO AMEND THE URBAN FRINGE SUBAREA COMP PLAN MAP AND THE ZONING MAP FROM URBAN RESERVE AND UR -4 RESPECTIVELY TO URBAN RESERVE MEDIUM AND URM -12 FOR APPROXIMATELY 30 ACRES AND URM -6 FOR APPROXIMATELY 35 ACRES OF A COMBINATION OF PARCELS TOTALLING APPROXIMATELY 85 ACRES (AB91 -288) 223 -244 After discussion: HANSEY MOVED TO RECOMMEND DENIAL. Motion carried unanimously. 3. RESOLUTION CALLING FOR A JOINT MEETING WITH REPRESENTATIVES OF THE COUNTY AND EACH OF THE CITIES IN WHATCOM COUNTY TO ESTABLISH A PROCESS FOR ADOPTION OF COUN'T'Y WIDE PLANNING POLICIES IN ACCORDANCE WITH THE GROWTH MANAGEMENT ACT (PART II) (AB91 -315A) 267 -268 Planning & Development Minutes, 9/13/91, page 1 After discussion: HANSEY MOVED TO RECOMMEND APPROVAL OF THE REVISED RESOLUTION TO COUNCIL. Motion carried unanimously. 4. ORDINANCE AMENDING THE BIRCH BAY- BLAINE SUBAREA COMP PLAN MAP FROM CONMIERCIAL- RESORT TO COMMERCIAL- GENERAL AND THE ZONING MAP FROM RESORT COMMERCIAL TO GEN. COMMERCIAL SUBJECT TO A CONCOMITANT AGREEMENT FOR AN APPROX.15 -ACRE PARCEL IN THE NORTHEAST CORNER OF THE INTERSECTION OF BIRCH BAY= LYNDEN ROAD AND HARBOR VIEW ROAD (AB91 -289) 245 -266 Delayed at request of proponent. 5. ORDINANCE AMENDING THE COMPREHENSIVE PARK AND RECREATION OPEN SPACE PLAN TO AMEND: LUMMI ISLAND DAY USE /OVERNIGHT CAMPING AREA USES; AND THE TRAILS SECTION, REGARDING THE SUMAS CONNECTION ROUTE AND THE LYNDEN CONNECTION ROUTE (AB91 -285) 192 -206 Charles Evans, 3383 Centerview Rd., Lummi Island: He feels secure that he and those with him do represent the bulk of Lummi Islanders. The Island is now a provider of recreation for the County; they feel that their proposal would augment that and be a benefit to those who come to Lummi Island. Jay Taber, 1212 Raymond: Pointed out that they had asked to add the Lynden connection and an alternative to the Sumas connection because the railroad is an existing right of way. Having that in the plan would, should it be abandoned, facilitate using it. After discussion: JACKSON MOVED TO RECOMMEND PASS TO COUNCIL. Motion passed unanimously. 6. ORDINANCE AMENDING THE OFFICIAL ZONING ORDINANCE RELATED TO USES ALLOWED IN INDUSTRIAL ZONES, PERFORMANCE STANDARDS IN INDUSTRIAL ZONES, AND MAJOR DEVELOPMENT PERMIT REQUIREMENTS (AB91- 281) 125 -169 Dan Taylor: The new effect of this ordinance is to make the performance standards Planning & Development Minutes, 8/13/91, page 2 the same for all five industrial zones. After discussion: JACKSON MOVED TO RECOMMEND TO COUNCIL THAT A PUBLIC HEARING BE HELD. Motion carried unanimously. - 7. ORDINANCE AMENDING THE ZONING ORDINANCE TO ALLOW FOR ADDITIONAL USES AND TO MODIFY PROVISIONS REGULATING DEVELOPMENT IN THE AIRPORT OPERATIONS ZONE DISTRICT (AB91 -280) 269 -292 Dan Taylor answered many questions from the committee members. Bill Hager, Port of Bellingham, pointed out that a hotel or golf course would be well over the new minimum cost for major developments; the Port of Bellingham is currently examining their wetlands to see if there even is, in fact, sufficient area for any new development. Considerable concern was expressed by the Committee about the noise, its effects, and what limits the Council could impose. HANSEY MOVED TO RECOMMEND PASS TO COUNCIL. Motion failed to pass with Laidlaw and Jackson voting no. Rebecca Malloy, Eldridge area: Challenged the Port to answer Jackson's comments on noise abatement. Requested additional hearings on the ordinance. She feels that the ordinance gives the Port a sky's- the -limit plan which does not benefit the public and that the Port's plans are confusing, changing from one time to another. She pointed out that there are two landfills on the airport land which are illegal. Who, she wondered, would be responsible for any pollution found from the landfills- -the County? Creosoted materials are being dumped on the north end of the airport. Further, this ordinance will be in effect for _ a long time and will establish a basis for future planning which is not wise and because it is too open ended. Larry Harris, Member Planning Commission: Wanted the Committee to know how much discussion there was at the Panning Commission before any decisions were made; these discussions were not reflected in the minutes. Julie Richardson, 2823 Bancroft Road: Would like to have a public hearing on the airport ordinance, specifically in reference to the noise abatement. She's interested in Planning & Develop0ment Minutes, 8/13/91, page 3 protecting the areas that surround the airport. Bill Hager, Port of Bellingham Pointed out that a lot of industrial growth is going on around the airport that is not airport business. The landfills are fully permitted; at the time that they were permitted, no one addressed the Council on the fills or objected to them, even though public hearings were held. He stressed that the Port would like to be a part of working with the Council on Growth Management and any development out there. JACKSON MOVED TO RECOMMEND TO COUNCII, THAT A PUBLIC HEARING BE HELD ON THIS ORDINANCE. Motion carried unanimously. Because there was no further business, the meeting was adjourned.
