The meeting was called to order at 4:00 p.m. in the Council Chambers, 1000 N.
Forest St., 2nd floor, by Chairperson Mary Vanderpol.

1. REQUEST FOR AUTHORIZATION FOR A SOLE SOURCE PURCHASE
OF BOX CULVERT FROM OCEAN CONSTRUCTION TO REPLACE
FAILING CULVERT ON CALIFORNIA CREEK IN THE AMOUNT OF
$19,471.43 (AB91 -356)
After Discussion.
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
2. BID AWARD RECOMMENDATION TO REPLACE ROOFS ON STABLES
A & B, HORSE CAMP, SILVER LAKE PARK TO THE LOW BIDDER,
WESTERN ROOFING CO., INC. FOR $9,800 PLUS TAX (AB91 -357)
After Discussion.
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
3. REQUEST FOR APPROVAL TO PURCHASE CANNED GOODS,
GROCERIES AND FROZEN FOODS FOR THE JAIL THROUGH THE
STATE CONTRACT FOR THE YEAR BEGINNING OCTOBER 1, 1991
(AB91 -358)
The Committee discussed the issue.
A jail representative was present to clarify the issue and answer questions from
Committee.

4. BID AWARD RECONVIlVIENDATION FOR THE SUPPLY OF DAIRY
PRODUCTS FOR THE JAIL FOR THE YEAR BEGINNING OCTOBER 1,
1991 THROUGH SEPTEMBER 30, 1992 TO THE LOW BIDDER,
DARIGOLD, INC., AT AN ESTIMATED ANNUAL COST OF $34,338.16
PLUS TAX (AB91 -359)
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried unanimously.
5. REQUEST FOR AUTHORIZATION FOR A SOLE SOURCE PURCHASE
OF RUBBER RAILROAD CROSSING MATS FOR A RAILROAD
CROSSING ON MARINE DRIVE, TO RIEDEL OMNI RUBBER
PRODUCTS, INC., FOR $17,891.23, INCLUDING TAXES (AB91 -360)
VanZanten explained the issue.
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried unanimously.
6. ORDINANCE AMENDING THE 1991 BUDGET (AB91 -341) (FINANCE)
Terry Hinz was present to present the ordinance's justification and to answer
questions from the Committee.
Shirley VanZanten further clarified several items, particularly the State's charges for
auditing. Considerable discussion followed. John Tyler explained the Building & Codes'
request.
IMHOF MOVED TO RECOMMEND PASS TO COUNCIL.
The motion carried unanimously.
7. AGREEMENT BETWEEN WHATCOM COUNTY AND THE WHATCOM
COUN'T'Y PARK FOUNDATION (AB91- 322)(KEPT IN COMMITTEE 8/13
AND 9/10)
Roger DeSpain was present to answer questions from members of the Committee.
There was considerable discussion about "contract" and "agreement" and the need for one

or the other - -or lack of need. Bill Detrick from the Whatcom Park and Recreation
Foundation presented the background information on the foundation and answered
questions.
The Committee decided to draft a resolution endorsing this group and what they are
doing.
8. ORDINANCE ACCEPTING THE SYSTEM OF ASSESSMENTS PROPOSED
BY THE WHATCOM COUNTY CONSERVATION DISTRICT (AB91 -308)
(REFERRED TO FINANCE 9/3; KEPT IN COMMITTEE 9/10)
Jerry Digerness from the Whatcom County Conservation District presented the
background of the District and detailed the sources of their funding and the goals and
purposes of the District. They want to promote the voluntary clean up of the environment
in Whatcom County. He answered questions from Committee and clarified the District's
position.
LAIDLAW MOVED TO RECOMMEND THE DRAFTING OF AN ORDINANCE
TO CO -SIGN FOR THE INTEREST -FREE LOAN.
The motion carried unanimously.
The proponents requested withdrawal of the ordinance.
IMHOF MOVED TO ACCEPT THE WITHDRAWAL.
The motion carried unanimously.
9. RESOLUTION CONFIRMING THE COUNCIL OF GOVERNMENTS AS
THE LEAD AGENCY FOR AN OVERALL ECONOMIC DEVELOPMENT
PLAN (AB91 -354)
Laidlaw presented the resolution and explained it.
