The meeting was called to order at 4:03 p.m. in the Council Chambers, 1000 N. Forest St.,
2nd floor, by Marvin Vanderpol, Chairperson.

1. BID AWARD FOR THE CLEANING AND PAINTING OF VARIOUS STEEL
STRUCTURES TO THE LOW BIDDER, WE PAINTERS, INC., FOR
$61,805.00 INCL. TAX (AB91 -338) 1 -3
Shirley VanZanten presented the bid.
LAIDLAW MOVED TO RECOMMEND APPROVAL.
Motion carried unanimously.
2. REQUEST FOR AUTHORIZATION TO ENTER INTO CONTRACTS FOR
THE 1991 -1993 BIENNIUM FOR SUBSTANCE ABUSE TREATMENT AND
PREVENTION SERVICES: RECOVERY NORTHWEST, $1,020,592.60;
AVALON, $17,96599; UNITY CARE, $7,400.00 (AB91 -339) 4
VanZanten presented the request and answered questions.
LAIDLAW MOVED TO RECOMMEND APPROVAL.
Motion carried unanimously.
3. REQUEST FOR AUTHORIZATION TO ENTER INTO AN AMENDMENT
TO THE PROFESSIONAL SERVICES AGREEMENT WITH ZERVAS
GROUP ARCHITECTS FOR THE BELLINGHAM SENIOR . CENTER
REMODEL, ADDING $171,935 TO THE CONTRACT (AB91 -188C)

4. AGREEMENT BETWEEN WHATCOM COUNTY AND THE WHATCOM
COUNTY PARK FOUNDATION (AB91 -332) (KEPT IN COMMITTEE
8/13) 4447
Item kept in committee.
5. ORDINANCE ACCEPTING THE SYSTEM OF ASSESSMENTS PROPOSED
BY THE WHATCOM COUNTY CONSERVATION DISTRICT (AB91 -308)
(REFERRED TO FINANCE 9/3) 48 -53
Linda Saunders of the Conservation District was present to answer questions from
Committee.
Considerable discussion followed.
The Committee asked Saunders to prepare a flow chart showing how the funds are
used etc. and to present it at the next Finance Committee meeting in two weeks. Also
requested was a rough budget showing funds that are drying up and for which replacements
are being found. Committee also requested more details about the loan from D.O.E. and
particulars about loans to farmers and others.
6. ORDINANCE REVISING THE WHATCOM COUNTY CODE, SECTION
1.10.90 AND SECTION 1.10.200 OF WHATCOM COUNTY (AB91 -326)

Motion carried unanimously.
-7. OTHER BUSINESS
Bob Woods reported that the computer authorization is making the rounds favorably.
Woods also updated the Committee on the tax reform initiative; more information
will be coming dealing with impact on the County's budget.
Woods presented an outline for budget hearings for next year. Committee discussed
details of the plan.
