OCTOBER 30, 1991
The meeting was called to order at 11:00 a.m. in the Council Chambers, 2nd floor, 1000 N.
Forest, by Chairperson Mary Vanderpol.

Departments to be heard included the following: Public Works (Building and Codes, Solid
Waste); Superior Court/Clerk; Medical Examiner; Combined Treatment.
Public Works
Building and Codes
John Tyler represented Building and Codes. Tyler discussed the following with the
Committee and Council Budget and Program Analyst Bob Woods: Goals and
accomplishments for 1991 (computerized permit tracking system - in progress, microfilming
program - complete by 1992, reducing average process time for plan reviews - ongoing, plan
to reduce the number of open burning permits - in progress, goal to resolve surface mining
issues - in progress, staff cross training - ongoing); wetlands and related policies and
procedures; estimated income for 1992; additional staff requests; professional services
budget increase; interfund transfer to information services for microfilming; interfund
distribution - vehicle rental; discussion regarding extra help versus overtime.
Additional comments were made by Public Works Fiscal Manager Brad Bennett.
Committee requests: John Tyler was asked to provide the Committee with a copy
of the Development Standards report.
Solid Waste
Bob Jurica represented the Solid Waste division of Public Works. Jurica discussed
the following with the Committee and Bob Woods: Goals and accomplishments for 1991
(waste reduction and recycling programs - ongoing, hazardous waste management program -
ongoing, landfill closure improvements - ongoing, universal garbage pick up - ongoing);
variety of additional requests; ground water monitoring; litter control and recycling;
reimbursement from the road department for post closure costs; public utility services
budget increase; Cedarville leachate transportation and treatment costs; contract
negotiations with Re -Comp and C.C.R.; various interfund transfers.

Additional Comments were made by Public Works Fiscal Manager Brad Bennett.
Finance Committee requests: Additional data on interfund transfers from Roads to
Solid Waste for liter control and road closure costs and from Solid Waste to Cooperative
Extension for the Master Composting Program. Further information was also requested on
the cost of transportation and treatment of leachate.
Superior Court /Clerk
Superior Court Judge David Nichols discussed with Committee the Court
Commissioner salary issue and jury member pay increase request.
N.F. Jackson represented the Clerks office. Jackson discussed the following with the
Committee and Bob Woods: Goals and accomplishments for 1991; criminal justice
computer program; proposed Bailiff salary increase; request for a new file tracking system;
juror /witness fees; criminal conflict contract.
Finance Committee requests: None
Medical Examiner
No representation.
Combined Treatment
Marsha Gunning represented Combined Treatment. Gunning discussed the following
with Committee and Bob Woods: Contract monitoring; grant money and flow through funds;
supplies, travel, and professional services budget increases; emergency services budget
decrease; information education activities fund; other services and charges budget decrease.
Finance Committee requests: Additional information requested on the accumulated
man hours of both the Area Resource Coordinator and the Prevention Coordinator.
