HomeMy WebLinkAboutFinance October 28 1991C� FINANCE CONEVII'ITEE HEARINGS OCTOBER 28, 1991 The meeting was called to order at 11:00 a.m. in the Council Chambers, 2nd Floor, 1000 N. Forest, by Chairperson Mary Vanderpol. Also Present Absent Marge Laidlaw None Bob Imhof Departments to be heard included the following: Cooperative Extension (excused); Health Department; Public Works (Administration and Building Maintenance). Health Department: Dr. Frank James represented the Health Department. James spoke on the following issues: The three year planning document; funding for the Health Department from other cities in Whatcom County; request for items to be funded out of the Health Departments ending fund balance; addendum - proposals to be considered (packet of information supplied to Committee Members). The Committee and Council Budget and Program Analyst Bob Woods discussed the following with James: The Health Department accounting system; request to purchase four new vehicles; proposed travel expenses for 1992; minor tools and equipment requests for 1992; the well child and nutrition programs; Water Resources Manager position; goals and accomplishments for 1991 (booklet presented listing all goals and objectives, both accomplished and unaccomplished, for 1991). Finance Committee Requests: The Committee requested that Dr. James provide them with further information on the projected increase in the Health Department travel budget, an itemized list of equipment the department plans to purchase in 1992, and two additional copies of the addendum information packet. Public Works Administration Public Works Director Paul Rushing and Fiscal Manager Brad Bennett discussed the following with the Finance Committee and Bob Woods: Vacation and sick leave accrual; Minutes, 10/28/91, page 1 Building Maintenance interfund charges; requests for additional staff in Public Works Accounting; the Administrative Services Manager salary; residual equity transfer to Information Services for replacing computer equipment; question on professional services line item; the Public Works Administration goals and accomplishments for 1990 (clarify relationships between Building and Codes, Engineering, and Maintenance and Operations - incomplete; implementation of electronic mail system within the Public Works computer network - in progress; establish emergency accumulative reserve fund for road needs - complete); goals and accomplishments .for- 1991 (reduce the roadside drainage maintenance schedule from 19 to ten years - complete; consolidation of land development administration within Building and Codes - in progress; automated system for monthly contract status reports - in progress; begin construction on Courthouse - complete; funding for the Solid Waste program - in progress). Building Maintenance Public Works Director Paul Rushing and Fiscal Manager Brad Bennett discussed the following with the Finance Committee and Bob Woods: Additional services request transfer to ER and R for a fork lift; Building Maintenance interfund charges based on square footage; increase in Building Maintenance service charges; request for additional custodian; cashing out of a retiring employee; professional services requests; increase in the travel budget; fire alarm system printer for the jail; increase in the repair and maintenance budget request; Building Maintenance goals and accomplishments for 1991 (computerize jail materials and supplies inventory - incomplete; provide new programs to increase customer service satisfaction - in progress; develop new project cost accounting system - complete; assist in office relocation - ongoing; computerize Building Maintenance inventory - ongoing. Finance Committee Requests: The Committee requested that Brad Bennett supply them with additional information on the following: Storage space rental for voting machines and additional election equipment; cost and type of replacement printer for the jail fire alarm system; itemized list of unanticipated repair to various County buildings and equipment.
