The meeting was called to order at 4:00 p.m. in the Council chambers, 1000 N. Forest St.,
2nd floor, by Acting Chairperson Marge Laidlaw.

1. REQUEST FOR APPROVAL OF BIDDERS' LIST FOR RENTAL RATES
FOR LARGE EXCAVATORS FOR THE SUMAS RIVER CHANNEL
CLEANING PROJECT (AB91 -231) 15 -16
Postponed until later in the meeting.
2. ORDINANCE AMENDING THE 1991 BUDGET (AB91 -220) (PAPERWORK
WAS IN THE 6111 PACKET; ONLY A PORTION HAS BEEN
REPRODUCED FOR THIS PACKET) 72 -81
Terry Hinz, Budget Director, and Shirley Van Zanten, County Executive were present
to answer questions from Committee and give the background for many of the items. There
was considerable discussion of many of the items included in the ordinance.
LAIDLAW MOVED TO AMEND ERR &R SOURCE, PAGE 78 OF PACKET,
LAST ITEM, SOURCE LINE FUND NUMBER 395.10, PROCEEDS FROM SALE OF
ASSETS, WOULD GO TO 355. 290. THE APPROPRIATION REQUEST FUND 587.00
WOULD GO TO 355.290. ADD $31,290 TO THE TOTAL ON PAGE 73, LINE 37,
TOTAL SUPPLEMENT, SO IT WILL READ $881.632.
Motion carried unanimously.
IMHOF MOVED TO RECOMMEND PASS OF ORDINANCE AS AMENDED
TO COUNCIL.
Motion carried unanimously.
1. REQUEST FOR APPROVAL OF BIDDERS' LIST FOR RENTAL RATES
FOR LARGE EXCAVATORS FOR THE SUMAS RIVER CHANNEL
CLEANING PROJECT (AB91 -231) 15 -16
Bruce Mills was present to answer questions from the Committee about the 15 miles
of the Sumas River that needs cleaning and the reason for using a bidders' list.

Motion carved unanimously.
3. RESOLUTION IN THE MATTER OF SETTING A DATE FOR PUBLIC
HEARING FOR DECLARING CERTAIN COUNTY-OWNED PROPERTY
SURPLUS (AB91 -234) 82 -91
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
4. DISCUSSION OF 1991 BUDGET PROVISO CONCERNING THE
AUDITOR'S CHIEF ACCOUNTANT POSITION (AB91 -230) 109 -111
Shirley Forsloff presented her rationale for the request.
No recommendation will be brought forward from the Committee to the Council.
5. RESOLUTION SETTING DEVELOPMENT GUIDELINES FOR
PREPARATION OF THE 1991 BUDGET (AB91 -223)
LAIDLAW MOVED TO AMEND EXHIIBIT A TO HAVE THE DATE JUNE 25,
1991, ADDED. ON PAGE 2, ITEM 9, DELETE THE FIRST PHRASE OF THE LAST
SENTENCE: "WHSLE NOT MAJOR PRIORITIES IN PREPARING THE'92 BUDGET."
Motion carried unanimously.
IMHOF MOVED TO RECOMMEND APPROVAL -OF THE AMENDED
RESOLUTION TO COUNCIL.
Motion carved unanimously.
Because there was no further business, the meeting was adjourned.
