January 22, 1991
The meeting was called to order at 4 p.m. in the Council Chambers, 2nd Floor, 1000
N. Forest, by Council Member Mary Vanderpol.

ELECTION OF CHAIRPERSON FOR COMMITTEE (AB91 -001)
LAIDLAW NOMINATED VANDERPOL.
Carried unanimously.
2. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO
A CONTRACT WITH ENVIRONMENTAL RESOURCE SERVICES FOR SOLID
WASTE REDUCTION AND RECYCLING EDUCATION AND PROMOTION
PROGRAM IN THE AMOUNT OF $65,911.00 (AB91 -014) 14 -20
Solid Waste Manager Bob Jurica was present to answer questions and to clarify the
request. He explained that the bid was renegotiated every year. This request was to continue
through December 31, 1991.
LAIDLAW MOVED APPROVAL OF THE AUTHORIZATION.
Motion carried unanimously.
3. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO
AMENDMENT NUMBER 8 FOR CONSULTING SERVICES WITH HARDING
LAWSON ASSOCIATES FOR ADDED GROUNDWATER MONTORING WORK
AND ADDED DESIGN AND CONSTRUCTION MANAGEMENT SERVICES
IN THE AMOUNT OF $22,709 (AB91 -015) 21 -35
Discussion pointed out that this was asking for an amendment to the contract that was
not anticipated in the 1991 budget. Shirley Van Zanten pointed out that there did appear
to be additional funds in the budget so there would be enough money in solid waste budget
'if the committee saw fit to amend the budget.
LAIDLAW MOVED APPROVAL OF THE REQUEST.
Motion carried unanimously.
4. BID AWARD RECOMMENDATION FOR TEN FOUR -DOOR POLICE SEDANS
TO THE LOW BID, THE OPTION AVAILABLE THROUGH THE STATE
CONTRACT NO. 180B -90 FROM GILCHRIST CHEVROLET IN TACOMA AT
$12,712.32A PER VEHICLE, FOR A TOTAL OF $127,123.20 PLUS
SALES TAX (AB91 -016) 36 -40
Van Zanten pointed out that these are scheduled replacement vehicles and are
included in the budget for 1991. Two bids were received; this is the low bid. Preference
would be for a local bidder, but the Tacoma bid was the lowest.
VANDERPOL MOVED APPROVAL OF THE BID.
Motion carried unanimously.
5. BID AWARD RECOMMENDATION FOR A TWO YARD CAPACITY WHEEL
LOADER WITH PALLET FORKS TO THE LOWEST REPONSIVE BIDDER,
N.C. MACHINERY CO., FOR A CATERPILLAR IT18B LOADER AT A
NET PRICE OF $53,645.73 INCLUDING TRADE IN AND SALES TAX
(AB91 -017) 41 -43
Discussion pointed out that this is part of the ten -year plan; the new loader will be
used at the Central Shop or G3 for loading salt and sanders, and unloading bridge material,
decking, etc.
LAIDLAW MOVED APPROVAL.
Motion carried unanimously.
6. ORDINANCE AMENDING ORDINANCE 87 -41, TO INCREASE LAND PER-
MIT FEES BY 20 PERCENT. (AB90 -452) 57 -72
Vanderpol pointed out that that's a 20 percent increase across the board.
Van Zanten said she couldn't give the Committee a great deal of information on the
increase. It was put together by Buildings and Codes and Deputy Public Works Director
John Tyler at a meeting of the architects in Portland and she had assumed they were
sending someone over to report on that.
Vanderpol said the matter was just to a hearing tonight; we don't recommend
approval or anything tonight. We might, however, want to hold the hearing open until next
meeting.
LAIDLAW MOVED TO BRING THE MATTER FORWARD FOR A HEARING.
Motion carried unanimously.
7. RESOLUTION DIRECTING THE AUDITOR TO ADVERTISE BIDS FOR THE
COUNTY'S OFFICIAL NEWSPAPER WILL BE OPENED, READ ALOUD, AND
CONSIDERED. (AB91 -019) 95 -96
Auditor Shirley Forslof pointed out that bids are based on both circulation and cost
per character. Right now the Bellingham Herald is the official newspaper, but notices are
sent to the other newspapers in the County. The resolution tonight is an authorization to
advertise for bids. The bids will be sent out immediately, opened March 19, and awarded
at the first Council meeting in April.
The Auditor asked if the Committee would like her to send out questionnaires to the
various departments asking for their opinions. The Committee didn't seem to think that was
necessary.
LAIDLAW MOVED APPROVAL OF THE RESOLUTION.
Motion carried unanimously.
8. OTHER BUSINESS. There was no other business.
