Tuesday, February 26, 1991
The meeting was called to order at 4:00 p.m., 2nd floor, 1000 N. Forest, by
Chairperson Mary Vanderpol.

1. REQUEST FOR AUTHORIZATION TO PURCHASE PROPERTY
INSURANCE (AB91 -059)
The insurance coverage is highly recommended; it costs less than last year's and has
better coverage, although there are exclusions and the maximum payout for one loss is $24
million.
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried unanimously.
2. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO A CONTRACT WITH TELECOM MANAGEMENT CONCEPTS,
INC., PHASES II AND III OF THE NEW TELEPHONE SYSTEM FOR
THE COURTHOUSE FOR $22,632 (AB91 -028)
Some discussion followed on the need for spending this amount of money and on the
results the County will realize from the expenditure. The Committee was assured that the
studies were well worth the money to be spent.
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried unanimously.
3. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO A CONTRACT WITH NORTH WASHINGTON COLLECTIONS,
WITH PAYMENT TO THE AGENCY DEPENDENT ON COLLECTION
ACTIVITY (AB91 -060)

4. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER
INTO LEASE FOR ELECTRONIC HOME MONITORING EQUIPMENT
FROM HITEK (AB91 -061)
Right now the monitoring system will be used only on work release persons;
ultimately 100 people will be able to be on this program. Some type of a home monitoring
system will be adopted by the County, so if this system doesn't do the job within its 60 day
trial period, another will be found that will do the job.
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried unanimously.
5. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO A CONTRACT WITH SOUND RESOURCE MANAGEMENT
GROUP FOR COMPLETION OF PHASE I OF YARD WASTE
COLLECTION AND PROCESSING DESIGN PROGRAM (AB91 -062)
Considerable discussion ensued over the value for the money spent.
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried unanimously.
6. REQUEST FOR WAIVER OF BID REQUIREMENT FOR LEASE OF
HEALTH DEPARTMENT SPACE AND TO AUTHORIZE EXECUTIVE
TO ENTER INTO A LEASE AGREEMENT (AB91 -063)
Because of the Health Dept.'s need for more space, they plan to move the Well-Baby
Clinic; adequate medical space has been found across the street. Its proximity and set up
make it the best for now until new space can be found for a consolidated unit. The money
has already been budgeted, so this is not a request for new funds.

7. ORDINANCE REVISING SECTION 3.08.180 OF THE WHATCOM
COUNTY CODE TO ALLOW PASS - THROUGH CONTRACT
AMENDMENTS (AB91 -048)
LAIDLAW MOVED TO RECOMMEND ADOPTION TO COUNCIL.
The motion carried unanimously.
8. ORDINANCE AMENDING THE 1991 BUDGET, REAL ESTATE EXCISE
TAX FUND THEREIN, TO MAKE A TRANSFER PAYMENT TO
PUBLIC U71IL1 TY DISTRICT 1 FOR PREPARATION OF THE COUNTY
COORDINATED WATER SYSTEM PLAN (AB91 -049)

9. RESOLUTION SETTING HEARING AND NOTICE OF HEARING ON
SALE OF COUNTY -OWNED TAX TITLE PROPERTY REQUESTS 60,
62, 63 (AB91 -067)
Withdrawn by the Treasurer.
10. RESOLUTION SETTING HEARING AND NOTICE OF HEARING ON
SALE OF COUNTY TAX TITLE PROPERTY, REQUEST 61 (AB91-
068)
Withdrawn by Treasurer.
11. ORDINANCE APPROVING AND CONFIRMING FINAL ASSESSMENT
ROLL FOR LRID 10; LEVYING AND ASSESSING THE AMOUNT
THEREOF AGAINST THE LOTS, TRACTS, PARCELS OF LAND AND
OTHER PROPERTY ON SAID ROLL; AND CERTIFYING THE SAME
TO COUNTY TREASURER FOR COLLECTION (AB91 -021)
Reported that the County was under budget. It is not expected that there will be any
protests.
Vanderpol said that the Committee doesn't need to take any action now as the
matter is coming up at the Council meeting tonight for further discussion.
