HomeMy WebLinkAboutFinance August 13 1991WHATCOM COUNTY COUNCIL FINANCE AND PERSONNEL COMMITTEE August 13, 1991 The meeting was called to order at 4:06 p.m. in the Council Chambers, 2nd Floor, 1000 N. Forest, by Chairperson Marvin Vanderpol. Also present Marge Laidlaw Bob Imhof Absent None 1. BID AWARD RECOMMENDATION FOR A SUPPLY OF PRE -CAST CONCRETE BARRIERS, TYPE II, TO THE LOW BIDDER, CONCRETE PRODUCTS, INC., FOR $29,804.77, INCLUDING SALES TAX (AB91 -316) IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 2. REQUEST FOR APPROVAL OF BIDDERS' LIST FOR THE SUPPLY OF PRINTING AND COPY PAPER FOR THE COMING YEAR (AB91 -317) LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 3. BID AWARD RECOMMENDATION FOR A 1991 JEEP CHEROKEE FOUR -DOOR WAGON TO THE LOW BIDDER, ROGER JOBS MOTORS, INC., FOR $17,586, INCLUDING TAX (AB91- IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 4. BID AWARD FOR PARKING LOT IMPROVEMENTS AT THE WHATCOM COUNTY ANNEX TO THE LOW BIDDER, WHATCOM BUILDERS, FOR $16,872.32 INCL. TAX (AB91 -319) Laidlaw inquired about handicapped parldng. IMHOF MOVED TO TABLE TILL FURTHER INFORMATION IS GATHERED FROM PUBLIC WORKS. 5. BID AWARD RECOMMENDATION FOR REMODEL OF THE BELLINGHAM SENIOR CENTER TO THE ONLY BIDDER, JOHN DANIELS CONSTRUCTION, FOR $454,845.93 (AB91 -188B) LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 6. REQUEST FOR AUTHORIZATION TO ENTER INTO A LABOR AGREEMENT BETWEEN WHATCOM COUNTY AND TEAMSTERS' LOCAL 231 (CORRECTIONS OFFICERS /SUPPORT STAFF, SHERIFF'S DEPARTMENT) (AB91 -248A) Larry Mans, Personnel Department, gave a brief summary of the three year agreement. Laidlaw asked clarification questions about shift scheduling, comp -time instead of overtime, and a Drug Free Work Place policy. LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 7. REQUEST FOR AUTHORIZATION TO ENTER INTO AN AGREEMENT BETWEEN THE COUNTY AND THE WHATCOM COUNTY PARKS AND RECREATION FOUNDATION (AB91 -322) Roger DeSpain, Parks Department, gave a overview of the Foundation. LAIDLAW MOVE TO RECOMMEND TO HOLD IN COMMITTEE. Barbara Cory, Treasurer, stated she would like the Property Management Committee to review the contract. Imhof asked Cory to report back on the Property Management Committee decision. _ The motion carried unanimously. 8. RESOLUTION SETTING A DATE FOR PUBLIC HEARING TO DECLARE A WRECKED 1991 DODGE SPIRIT FOUR DOOR SEDAN SURPLUS (AB91 -321) IMHOF MOVED TO RECOMMENDED APPROVAL TO COUNCIL. The motion carried unanimously. 9. RESOLUTION SETTING A DATE FOR PUBLIC HEARING TO DECLARE COUNTY PROPERTY SURPLUS (AB91 -320) Nat Dickinson stated this is a joint sell with the City of Bellingham. IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL The motion carried unanimously. 10. ORDINANCE TO ESTABLISH THE SUPERIOR COURT TRUST FUND (AB91 -291) Barb Cory explained this is a recommendation from the State Auditor's office. Cory states the Courts collect fines which then are deposited into a checking account. This money is divided between the State and County. The County is liable for the money so there is a need to document the amounts on financial statements. LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL. The motion carried unanimously. 11. ORDINANCE TO ESTABLISH THE DISTRICT COURT SUSPENSE FUND (AB91 -292) LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL The motion carried unanimously. 12. OTHER BUSINESS Ramona Reeves, Council C additional requests for the Member benefits, Increase County Code, furniture for Woods, Council office, gav increase. lerk, presented a overview of the budget priorities for Council office.
