The meeting was called to order at 4 p.m. in the Council Chambers, 2nd. Floor, 1000 N.
Forest, by Chairperson Mary Vanderpol.

1. REQUEST FOR AUTHORIZATION TO PURCHASE SEVEN TWO -WAY
MOBILE RADIOS FOR SHERIFF'S VEHICLES THROUGH STATE
CONTRACT, $17,417.26 (AB91 -136)
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
2. BID AWARD RECOMMENDATION FOR A TANDEM AXLE TRUCK CHASSIS
AND CAB TO LOW BIDDER, SEATAC FORD TRUCK SALES INC., $56,090.88,
(AB91 -137)
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
3. REQUEST FOR APPROVAL TO PURCHASE CATERPILLAR IT18B
LOADER FROM PREVIOUS BID FROM N.C. MACHINERY FOR
$70,308.23 INCLUDING SALES TAX (AB91 -138)
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.
Motion carried unanimously.
4. SUBSTITUTE RESOLUTION AUTHORIZING THE SALE OF SURPLUS
PROPERTY (LANDFILL COMPACTOR) (AB91 -122A)

5. SUBSTITUTE RESOLUTION AUTHORIZING THE SALE OF SURPLUS
PROPERTY (SILVER LAKE DOWNED TIMBER) (AB91 -123A)
Laidlaw moved to amend the document so that on line 28, after the words 'bid shall
be $28,000" the following words would be added: "proceeds to go to the Park Fund ".
LAIDLAW MOVED TO RECOMMEND THAT COUNCIL APPROVE THE
AMENDED VERSION OF THE SUBSTITUTE RESOLUTION.
Motion carried unanimously.
6. RESOLUTION TO AUTHORIZE THE EXECUTIVE TO ENTER INTO
A TWO -YEAR LEASE EXTENSION FOR OFFICE SPACE IN CIVIC
CENTER (AB91 -124)
Vanderpol stated that there is no public hearing necessary on this issue.
Van Zanten said that the landlord of the KMD building has not been totally fair.
The Prosecuting Attorneys Office was to be told of any rent increases for 1991 in
September, 1990. They were not told of the $3.00 per square foot increase until January,
1991. The landlord would agree to an extended two year lease, but would not agree on a
fixed rate for the second year, leaving it open for a cost of living increase.
Laidlaw said that the rates are too high and the Prosecuting Attorneys Office needs
to negotiate further.
VANDERPOL MOVED TO HOLD THIS IN COMMITTEE UNTIL WE HEAR
BACK FROM THE PROSECUTING ATTORNEYS OFFICE ON FURTHER
NEGOTIATIONS.

7. RESOLUTION PROVIDING HEALTH BENEFITS TO COUNCIL
MEMBERS (AB91 -086)
Imhof said that if this passes, benefits will begin January 1992.
IMHOF MOVED TO RECOMMEND APPROVAL TO COUNCIL.

8. ORDINANCE AMENDING 1991 BUDGET (SUPPLEMENT REQUESTS)
(AB91 -125)
Tom Sutberry, Whatcom County Deputy Administrator, brought forward, in mass, the
most recent supplemental budget requests. He stated that he would like to try to bring
these requests to Council on a quarterly basis rather than just a few per month. He hopes
this new system
will give the Council the ability to improve the review process and make it easier to look
at the larger picture.
The following have submitted supplemental budget requests:
Cooperative Extension
Building and Codes Administration
Prosecuting Attorneys Office
Sheriff Crime Stoppers Program
Developmental Disabilities
Park Department
Information Services
Emergency Management
Courthouse Construction Process
Physical Plant
Equipment Rental
Building Maintenance
LAIDLAW MOVED TO RECOMMEND APPROVAL OF THE ORDINANCE AS
ORIGINATED, EXCEPT FOR LINE 24, WHICH WILL BE REDUCED BY
$5100.00. THE ENDING TOTALS WILL REFLECT THIS REDUCTION.
Motion carried unanimously.
9. ORDINANCE REVISING WHATCOM COUNTY CODE SECTIONS 2.02
AND 2.03, REGARDING BOARDS, COMMITTEES, AND COMMISSIONS
(AB91 -126)
IMHOF MOVED TO BRING THE ORDINANCE REVISION BEFORE THE
COUNCIL OF THE WHOLE.
Motion carried unanimously.
10. AWARD OF BID FOR WHATCOM COUNTY'S OFFICIAL NEWSPAPER
(AB91 -143)
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.

Motion carried unanimously.
11. OTHER BUSINESS
Barbara Cory explained to the Committee that the County is preparing to sell five
lots in the Emerald Lake area. It has been requested that the County sell the five lots as
a group rather than individually. Cory asked the Committee if they would be interested in
going out to view the lots before any decision is made.
Vanderpol said that viewing the lots would not be necessary and the sale of the
property can proceed.
