SPECIAL MEETING
October 15, 1991
The meeting was called to order by Council Chairman Dan Warner in the Council
Chambers at 1000 N. Forest Street at 1:00 p.m.

APPEAL OF HEARING EXAMINER'S DECISION REGARDING A REQUEST FOR
REVISION TO LUDKE GRAVEL SCALPING PERMIT, S27 -90, FILED BY ENGI-
NEERING /EXECUTIVE (AB91 -380)
Topics discussed included: The five facts of record which led to the Hearing
Examiners decision; economics of gravel scalping; Department of Fisheries regulations and
time constraints; habitat preservation; flood control.
The following parties of record to the Hearing Examiner's decision testified at the
hearing: Lloyd Ludke, President, Ludke Trucking.
Additional comments were made by: Hearing Examiner Ed Good, Chief Civil
Deputy Prosecutor Randy Watts, Department of Fisheries Regional Habitat Manager Mark
Schuller, Imhof, Warner, Laidlaw, Jackson, Vander Yacht.
VANDER YACHT MOVED TO REMAND THIS BACK TO THE HEARING
EXAMINER FOR RECONSIDERATION OF THE DECISION WITH THE CONDITION
THAT THE PERMIT BE GRANTED FOR THE ENTIRE YEAR EXCEPT WHEN
PROHIBITED BY THE DEPARTMENT OF FISHERIES.
Motion carried unanimously.

FLOOD CONTROL FUNDING OPTIONS (AB91 -071L)
Topics discussed included: Funding information prepared by Linda Irvin, in
consultation with staff; the correct definition of "parcel ", according to Assessor Keith
Willnauer; short term funding mechanisms; Hansey's recommendations for further
exploration (memo on file); suggestions made by Laidlaw (memo written after meeting, copy
on file); what criteria would be used to collect the assessment once a funding option is
chosen; time and cost of implementing a per parcel plan; how to make use of zoning areas
to come up with the assessment role.
Additional comments were made by: Van Zanten, Warner, Laidlaw, Hansey, Imhof,
Vander Yacht, Jackson, Bob Woods, Linda Irvin, George Reid, Assessor Keith Willnauer,
Treasurer Barb Cory.
Warner requested that Council be supplied with a count of parcels in the County
which fall within the following zones: Industrial /Commercial, Timber /Agriculture, and
Residential.
Van Zanten requested that Warner and Woods clarify, in writing, exactly what
Council is requesting of staff.
Warner concurred.
The meeting was adjourned at 3:10 p.m.
