5 The meeting was called to order by Council Chairman, Dan Warner at 7 p.m. at 1000
6 N. Forest Street, Bellingham.

15 1. BID AWARD FOR THE RECONSTRUCITON OF SOUTH PASS ROAD,
16 CRP 99180, TO THE LOW BIDDER, WILDER CONSTRUCTION
17 COMPANY IN THE AMOUNT OF $7411142.50, INCLUDING TAXES

19 Van Zanten explained the bid; this is in the one -year road plan and the money is in
20 the budget. Vanderpol reported Finance recommended approval to Council.

23 2. BID AWARD RECOMMENDATION FOR POLICE VEHICLE LIGHTBA
24 RS TO SAHLBERG EQUIPMENT INC., FOR NINE WHELEN 9104

26 ING SALES TAX (AB91 -193)

11 5. BID AWARD RECOMMENDATION FOR THE ADMINISTRATIVE
12 ADDITION TO THE BELLINGHAM SENIOR CENTER (AB91 -188)
13 Van Zanten said this item was held in the Finance Committee. VX3&pd stated
14 the delay will allow the Park Board time to check with the City on its contribution,
15 determine if the interest on the levy will be forthcoming, and check on the status of funds
16 to be allocated in the Park budget.
17 6. EXECUTIVE'S REPORT
18 Risk Pool Quarterly Report: Van Zanten said the claims are well within the
19 projections. The balance sheet shows over $10 million at this time so the Pool is doing very
20 well. Van Zanten said the Risk Pool survived a legislative threat of takeover this year.
21 Vanderpol asked for an explanation of the graphs. Van Zanten said the premiums are
22 determined each year based on the graph.
23 Flood Advisory Committee: A list of the proposed committee was distributed
24 although there may be a few changes.
25 Building Project: Some of the offices (Building & Codes, Engineering, Planning and
26 Hearing Examiner) will be closed Friday and Monday to allow for their Friday move to the
27 DIS building in Cordata. Ground - breaking for the Courthouse addition will be Wednesday,
28 June 12 will be at 10 a.m. There will be free bus transportation in the mornings and late
29 afternoons to and from the Civic Field where employee parking is being provided. The
30 Assessor's staff may be allowed to take County cars home to reduce the cars in the area.
31 Growth Management - Geographic Information Services: This is before the Council

tonight and Van Zanten said she hoped it would be adopted.
2 Growth Management - Capital Facilities: This will be complicated because plans for
3 capital facilities must be provided before permits will be provided. There will be a series
4 of workshops on this issue with the first being the morning of July 19; this one will be
5 geared to elected officials and policy makers. The Planning staff are doing a good job
6 getting this in place.
7 Lummi Island Ferry: There formerly was an annual discussion on rate setting but
8 now there is an ordinance stating the rates will remain the same unless a need for change
9 develops. Whatcom County will be required to operate with three crew members which may
10 cause an increase in operating expense, however, the State funding for Counties with ferries
11 is increasing so the added expense may be offset.
12 Point Roberts Transportation District: Van Zanten said she wants to get this on the
13 next meeting agenda so it can be put on the November election.
14 OPEN SESSION
15 Steve DeBolt, 5203 Drayton Harbor Road: Thanked the Council for its 6 -1 vote on
16 the designation of Drayton Harbor Road for local access only. He presented a proposal to
17 the Council for four stop signs. DeBolt strongly urged the Council to approve a stop sign
18 installation ordinance at its earliest convenience. He said he wanted` to tell the Council of
19 the delineation marker (between Blaine and the County) at the end of Drayton Harbor
20 Road being moved and would like to ask the Council to investigate.

4 COUNCIL MAY CONVENE AS WHATCOM COUNTY HEALTH BOARD
5 1. INTERIM REGULATION TO IMPLEMENT SECTION 63 OF HB2929
6 (AB91 -127)
7 Hansey explained this will be discussed at a meeting of the Water Resources
8 Committee at noon, Tuesday, June 4, 1991; he stated the committee wants to establish
9 interim regulations so applicants can get building permits if they can prove they have an
10 adequate potable water supply.

12 1. DECISION REGARDING REQUEST TO INITIATE A REZONE IN THE
13 POINT ROBERTS SUBAREA (KELLER REZONE UR -3 TO RESORT
14 COMMERCIAL) (AB91 -172)
15 Laidlaw explained this issue. This property was rezoned two years ago then changed
16 in the Comprehensive Plan; the applicant asks that it be changed back to what was achieved
17 two years ago. She stated that Planning & Development recommended this request be
18 granted.

20 The motion carried 6 -1 with Jackson against.

14 Hansey explained this issue; he said the Council was supposed to be adopting the
15 boundaries recommended by the Water Utilities Coordinating Committee. There was
16 discussion among Hansey, Laidlaw, Warner and Jackson.

18 4. *ORDINANCE REVISING THE AMOUNT AUTHORIZED FOR THE
19 DISTRICT COURT PETTY CASH AMOUNT (AB91- 198)(FINANCE)

21 GENERATED WITHIN WHATCOM COUNTY...IMPLEMENTING THE

25 Laidlaw said the Executive is requesting the Council set a public hearing for June 25
26 on this ordinance.

3 8. ORDINANCE TO AMEND WHATCOM COUNTY CODE, SECTION 1.14
4 CONCERNING THE ALTERATION OF BOUNDARY LINES IN
5 PRECINCTS 71,81,14, AND 104 (AB91 -204)
6 There was discussion among Jackson, Warner and Hansey regarding the need to
7 introduce the ordinances on boundary changes.
8 Items 3 through 8 were received and will be referred to the appropriate committees.
9 JACKSON MOVED THE DISTRICT BOUNDARIES BE CODIFIED IN
10 THE CODE REFLECTING THE WORK OF THE BOUNDARY REVIEW
11 COMMISSION.
12 The motion carried unanimously.
13 REPORTS AND OTHER ITEMS FROM COUNCIL MEMBERS
14 State Drug Policy Board: Jackson said she is going to Washington, DC as the
15 Washington representative to the National Drug Policy Conference in June and would take
16 any concerns the Council Members may want to have discussed.
17 Deming Diking District: Laidlaw said Deming was voting at the time of this meeting
18 on the passage of their diking district. The Council will need to appoint three volunteers
19 to serve on a board until February, 1992 when there will be an election.
20 Natural Heritage Task Force: Jackson said the Task Force did a wonderful job on
21 the report and the Council should send them a letter of thanks. Warner said he would see
22 that it was done when the process is completed.
23 Joint Civic Center Commission: Laidlaw said the Commission was set up in August
24 of last year and has developed long range and short range options associated with light
25 standards, etc. The Commission felt the City of Bellingham should take the lead and follow
26 through with a new process called Regional /Urban Design Assistance Team (R /UDAT).
27 Mr. Ernst, an expert from Seattle, is willing to make a presentation on June 6, 4 -6 p.m. The
28 cost will be approximately $60 for room rental.
29 LAIDLAW MOVED THE WHATCOM COUNTY COUNCIL ENDORSE THE
30 R /UDAT CONCEPT AND LISTEN TO MR. ERNST.
31 Tie motion carried unanimously.
