REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO A 22 FIRST AMENDED INTERLOCAL AGREEMENT WITH CITIES IN THE COUNTY TO 23 PROVIDE FOR INTEGRATED SOLID WASTE MANAGEMENT (AB91 -299) 24 Topics included: How this fits in with the County's overall plans for solid waste 25 management; background on the interlocal agreement; the flow control ordinance and 26 related surcharge. 27 Comments were made by: Van Zanten. 2s IMHOF MOVED TO AUTHORIZE THE EXECUTIVE TO ENTER INTO THE 29 INTERLOCAL AGREEMENT. 30 Imhof noted that the title needs to be changed from mandatory collection to 31 universal in several places; this was accepted by the Council as a clerical amendment. BOARD APPOINTMENTS: (AB91 -300) 3 The following appointments were recommended by the Executive: a -Park and Recreation Board: Reappointment of Jon Soine to a second full, four -year s term on the park and recreation board to run from 7/1/91 to 6/30/95. 6 - Northwest Senior Services Board: Reappointment of Yvonne Donelson to another 7 three -year term on the Northwest Senior Services Board to run from 7/1/91 to 6/30/94; and s reappointment of Joe Van Ry to another three -year term on the Northwest Senior Services 9 Board to run form 7/1/91 to 6/30/94. io -North Sound Regional Support Network Advisory Board: Appointment of James H. ii McRandle to a new three -year term to run from 1/1/91 to 12/31/93, replacing Mary Ellen iz Shields; appointment of Linda Nelson to replace Larry Taylor who resigned. Her term is 13 effective immediately and runs to 12/31/92; appointment of Patricia Woodall to replace 14 Jodelle McBee who is unable to attend regional meetings. Term is effective immediately is and runs to 12/31/91. 16 HANSEY MOVED TO MAKE THE APPOINTMENTS AS RECOMMENDED. 17 Motion carried unanimously. 18 9. EXECUTIVE'S REPORT 19 Property Swap: Topics discussed: Trillium Corp. owns some property in the areas of 20 Chuckanut Drive and above Lake Whatcom near Smith Creek, and has expressed interest zi in swapping them for county -owned lands; initial exploration by County staff is done; Rand 22 Jack and the State Land for Public Trust have offered to serve as negotiators; further 23 investigation will cost some money, Council will need to approve of an amount when it is 24 determined. as Comments were made by Van Zanten and Jackson. 26 VANDERPOL MOVED TO GIVE COUNCIL'S CONSENT TO THE INVESTIGA- 27 TION INTO THE POSSIBLE PROPERTY SWAP WITH THE TRILLIUM CORP. as Motion carried unanimously. 29 Fire District Concerns: (AB91 -200) Topics discussed: Areas within the County are 30 not served by fire protection districts, which creates liability problems and safety concerns; 31 representatives of fire districts and County staffers would like to discuss the situation with 32 Council's Planning and Development Committee meeting; Skagit County has an ordinance 33 relevant to this that the Council may want to adopt. 34 There was no motion or vote, but it was agreed that this item be scheduled for a 35 Planning and Development Committee meeting sometime in September or beyond. Minutes, 7/23/91, Page 4 1 SPECIAL PRESENTATION PRESENTATION BY ROSE BOWMAN, ADMINISTRATOR FOR REGION 3, STATE 3 DEPARTMENT OF SOCIAL AND HEALTH SERVICES, DIVISION OF AGING a ADULT SERVICES (AB91 -278) s Bowman, Kathy Sherin of the Mount Vernon office, and Janet Scanga of the 6 Bellingham Office spoke briefly about the purpose of this agency, trends in services being 7 offered and needed, and the facilities available within Whatcom County. A brochure (on a file) details the services available from this agency. 9 OPEN SESSION 8:15 p.m. 10 Frank Winslow, Alzheimer's Society: Members of the Senior Services Advisory 11 Council have served too long. Yvonne Donelson has served nine years, for example. 12 Creates a static condition where policy does not change. Alzheimer's spokespersons do not 13 get an adequate voice into policy decisions. Comments were made by: Hansey, Jackson and 14 Warner. is The Clerk was asked to request the Executive to review the terms of people serving. 16 Warner said he would pursue the matter. 17 Jay Taber, 1212 Rayburn Street: Regarding the Whatcom Connector public meeting 18 that took place the previous evening. Outraged at the lack of public process connected with 19 this study. Requested the Council to not pay Reid Middelton because they have not 20 performed the terms of the contract with the County. 21 Fred Miller, 3229 North Shore Road: Also spoke about the study, the need to slow 22 it down in order to more carefully address water quality concerns. The consultants have 23 been uncooperative and not open minded. A Lake Whatcom Watershed management plan 24 is needed. 25 Sherilyn Wells, Chair, Friends of Lake Whatcom: Quoted a portion of Ordinance 82- 26 56; residential development should be contingent on a safe and adequate water supply; the 27 limitations placed upon the proposed route of the connector by the County's own existing 28 planning documents, and the emphasis on the protection of water quality; provided some 29 charts showing the types of things that can be found in urban runoff (AB90 -319); road 30 maintenance and related chemical treatment problems; urged the Council to take action to 31 rank Lake Whatcom as a priority watershed under WAC 400.12. Warner commented. 32 Barbara Brenner, 5617 Northwest Road: Thanks for proceeding with the medical 33 waste appeal by Browning - Ferris Industries, in spite of threats by that company that the 34 County would be saddled with the company's legal fees. The Court rejected the possibility. 35 HEARINGS 36 1. ORDINANCE PLACING STOP SIGNS ON DRAYTON HARBOR RD. (AB91 -265) AND u 9. 'ORDINANCE CLOSING DRAYTON HARBOR ROAD TO THROUGH TRAFFIC 16 (AB91 -266) 17 Items 8 and 9 were taken together.
