4 The meeting was called to order at 3:09 p.m. by Council Chairman Dan Warner in the
5 Council Chambers, 1000 N. Forest.

11 1. MEETING WITH OFFICIALS FROM WASHINGTON STATE ASSOCIATION OF
12 COUNTIES AND THE WASHINGTON ASSOCIATION OF COUNTY OFFICIALS
13 Gary Lowe, Executive Director, Washington Association of Counties, gave a brief overview
14 of the WSAC /WACO Joint Efficiencies Study mentioning the following: Joint Legislative Agency
15 for County Government; 1992 Dues; Payment Schedule; and Standardizing Personnel Policies.
16 1 -559 - Property Tax Initiative. Lowe stated there is general opposition to this initiative;
17 he said it would be detrimental in his view to the tax structure. The way it is written is
18 misleading. There was discussion by Hansey, Laidlaw, Warner, Woods and Lowe on the costs and
19 work it would create to the County; inequity of old residents to new residents.
20 Criminal Justice Funding. Lowe discussed the following: funding; data base creation;
21 actions taken by other Counties; Criminal Justice Report; Home Rule Charters; Association
22 support of Executive /Council governments.
23 2. OTHER BUSINESS
24 Budget: There was discussion of the budget being presented later than the charter dictates.
25 There is a concern over the time allowed prior to the hearings. Bob Woods, Council Budget &
26 Program Analyst, said that it was late last year as well. Vanderpol said it has always been
27 presented to the Council as a whole; he said the Executive should be informed that in the future
28 it needs to be in at a certain time.
29 Ludtke Appeal: Warner said timeliness did not allow this to be appealed; when a
30 reconsideration was applied for it was denied. It was again requested and may be discussed at
31 a special meeting next week.
32 The meeting was adjourned at 3:38 p.m.
