WHATCOM COUNTY COUNCIL
Special Meeting
October 29, 1991
The meeting was called to order at 7:00 p.m. in the Council Chambers, 1000 N.
Forest, 2nd floor, by Dan Warner, Chairperson.

COMMITTEE OF THE WHOLE
1. DISCUSSION OF BIDS FOR COURTHOUSE CONSTRUCTION
PROJECT (AB91 -369)
There was considerable discussion about the bid, the building configuration, about
time elements, and about costs. Those discussing the issue besides Council Members were:
Verne Alman, KMD Architects; Paul Rushing, Public Works; Tom Sutberry, Budget -
Executive; Keith Willnauer, Assessor; George Reid, Information Services Manager; Shirley
Forslof, Auditor; Barb Cory, Treasurer; Gary Wood, Juvenile Probation; John Tyler,
Buildings and Code; Larry Mans, Personnel; and Bob Woods, Budget and Program Analyst.
2. PUBLIC COMMENTS ON COURTHOUSE CONSTRUCTION PROJECT
No one spoke.
3. PLANNING AND DEVELOPMENT COMMITTEE RECOMMENDATION
REGARDING SCHEDULING OF A HEARING ON RENEWAL OF
COUNTY CONTRACT WITH THE FIRS (AB90 -445)
Laidlaw reported that Planning and Development is planning a hearing in November
on the renewal of the Firs' contract. The Council agreed by consensus to allow the public
hearing to be set up.
