July 9, 1991
The meeting was opened at 5:35 p.m. in the Council Conference Room at 1000 N.
Forest Street by Council Chairman Dan Warner.

1. LABOR NEGOTIATIONS DISCUSSION (CORRECTIONS WORKERS) (AB91 -248)
Note from the Clerk on the agenda: RCW 42.30.140 (4) allows executive sessions for
"that portion of a meeting during which the governing body is planning or adopting the strategy
or position to be taken during the course of any collective bargaining, professional negotiations,
... or reviewing the proposals made in such negotiations or proceedings while in progress."
Personnel Director Larry Mans, Sheriff Larry Mount, Executive Shirley Van Zanten
and Deputy Administrator Tom Sutberry were present. Discussion of item 1 took place in
executive session.
Council adjourned the meeting briefly, then reconvened at 6 p.m.
2. DISCUSSION OF A POTENTIAL PROPERTY SWAP WITH THE TRILLIUM
CORP. (AB91 -249)
Note from the Clerk on the agenda: RCW 42.30.110 (2) and (3) state that executive
sessions are permitted when Council meets. 'To consider the selection of a site or the acquisition
of real estate by lease or purchase when public knowledge regarding such consideration would
cause a likelihood of increased price; " and 'To consider the minimum price at which real estate
will be offered for sale or lease when public knowledge regarding such consideration would cause
a likelihood of increased price. "However, final action selling or leasing public property shall be
taken in a meeting open to the public.
Art Hyatt, North Shore Road, read the statement attached as Exhibit A into the
record. The Council decided to defer discussion of this item until after consultation with
its attorney.
The meeting was adjourned at 6:10 p.m.
