DECISION ON APPEAL OF HEARING EXAMINER APPEAL, BOUNDARY HEIGHTS DEVELOPMENT, INC. (AB90 -378) The Council voted to go into executive session for this portion of the meeting, pursuant to RCW 42.30.140 (2). They opened the doors to the public at 6:35 p.m. 2. REVIEW OF PROCEDURE FOR HIRING BUDGET /PROGRAM ANALYST Personnel Director Larry Mans was present to explain the proposed process. Sixty applications were submitted for this position. The process is filed with the agenda bill for this item (AB91 -036; see also AB90 -293). The Council asked Mans to make changes to the interview /selection process for the budget /program analyst as follows: •Interview open to all Council Members even if not on the active panel. This would allow Council Members to get the "flavor" of the interview. *Final hiring authority is the Council's. Offer of employment will be extended by the Chairman. Interviews can take place in closed session; final vote to hire someone must take place in open session (RCW 42.30). •Possibility of second interviews of candidates, at panel's discretion. *Possibility of requiring a presentation to the full Council as part of the "test" for candidates was discussed; Mans recommended a test using the Revised Code of Washington, researching the question on own, making an oral and /or written presentation of findings. Mans said travel expenses for candidates will not be provided. The hiring process would ideally be completed in February.
