WATER RESOURCES COMMITTEE
October 27, 1992
The meeting was called to order at noon in the Council' Chambers, 1000
N. Forest St., 2nd floor, by Barbara Brenner, Chairperson.

1. PRESENTATION BY DNR ON ORAL /GAS EXPLORATION WELD (AB92 395)
Topics discussed: Concerns presented at the previous meeting;
Ferndale No. 1 exploration well; SEPA's exemptions for oil drilling;
history of exploration and drilling laws, in the state; comparing and
contrasting regulations world -wide and in the state; ' natural gas
exploration in the county; blow outs and gas migrations from exploration;
potentials for methane gases in the county; description of well drilling
procedures; objectives of those drilling for gas; preparatory work before
drilling; description of coal -bed methane gas (basically natural gas);
method for closing out a well; safety of a closed well in case of an
earthquake; low risks because of low pressures in wells; safety to water
aquifers.
Persons speaking: Brenner; Helen Gillim, Surrey, B.C.; Bob Lingley,
Manager of Oil and Gas Storage and Surface Mining for the state; Bob Kerr,
involved with one of the companies drilling in Whatcom County; Ed Vader,
Drill Superintendent.

Topics discussed: History of the lagoon; location; water table in
area; test well; problems the builders of the lagoon had; initial loading
of the pond; alleged misuse of pond; Soil Conservation's rules not
followed; drain ditching; potential flooding of lagoon from the exterior;

HARRIS MOVED THAT BRENNER FOLLOW UP WITH THE TAPE AND SOIL
CONSERVATION SERVICE, THEN GET BACK TO SMITH.
