WATER RESOURCES COMMITTEE
Special Meeting, May 5, 1992
The meeting was called to order at 12:00 noon in the Council Chambers, 1000 N.
Forest, 2nd floor, by Chairperson Barbara Brenner.

1. DISCUSSION OF COLUMBIA AGGREGATES SURFACE MINING
PROPOSAL AND ITS POTENTIAL IMPACTS ON AQUIFERS IN THE
AREA (AB92 -152)
Topics discussed: County's legal control over surface mining specifically regarding
Columbia Aggregates proposal (mining takes a state permit while processing takes a
conditional use permit); SEPA and DNR involvement; effect of Growth Management on
Columbia Aggregates; revocation of conditional use permits; consequences of violating
environmental regulations; difference between vested and permitted; permitting process;
complaint process; recourse the public might have; impact on Canada and it's water;
environmental impacts both with and without the conditional use permit; responsibilities of
Columbia Aggregates regarding roads, water damage, etc.; water quality maintenance;
impact on the dairy industry and farmers; adequate water rights for Columbia Aggregates
purposes.

Randy Watts will look into the process of an appeal to DNR regarding a DNR- issued
permit and report to the committee.
Harris and Brenner will work up a series of questions for which Watts and Jeff will
work up answers to serve as guidance for the Council and information for the community.
2. BRIEFING BY SUE BLAKE, WATER RESOURCES MANAGER,
REGARDING THE WORK OF THE COMMITTEE WORKING ON THE
COORDINATED WATER SYSTEM PLAN (INCLUDING
RECEIVERSHIP, SATELLITE SYSTEM MANAGEMENT, AND SUPPLY
ISSUES (AB92 -146)
Topics discussed: consistency /conflict of Coordinated Water System Plan with Growth
Management; areas where Water Resources needs policy direction; minimum legal

requirements; current County programs, their strengths and weaknesses; conflicts with water
purveyance; use of water and sewer extension without annexation so that it directs growth;
addressing sewer as well as water services; May 7th meeting; public_ notification of what's
happening; sources of pure water in the County; making the May 7th meeting a public
meeting.
