WATER RESOURCES COMMITTEE
Tuesday, May 12, 1992
The meeting was called to order at 12:00 noon in the Council Chambers, 1000 N.
Forest, 2nd floor, by Chairperson Barbara Brenner.

1. UPDATE FROM THE PROSECUTOR ON THE COLUMBIA AGGREGATE
GRAVEL MINE PROPOSAL (AB92 -152)
Topics discussed: Use of the County's land use laws regarding Columbia Aggregates;
a similar case in Snohomish County; nonconforming status within the Critical Areas
Ordinance; requirement of performance bond; DNR's role; County is lead agency for EIS;
role of Water Resources Committee in a mining operation outside of the operation's effect
on water.

2. PRESENTATION BY SUE BLAKE ON THE ADMINISTRATIVE
ORGANIZATION RELATING TO WATER RESOURCES (AB92 -146)
Topics discussed: County's organization in dealing with water resources programs;
role of the Water Resources Committee; Nooksack Basin and private wells; surface mining,
aquifers, and EIS's.
Persons speaking: Sue Blake; Sherilyn Wells; Hams; Brenner; Evelyn Nowicke.
Blake was asked to return next meeting with further information about the Nooksack
Basin, similar to the outline done for Lake Whatcom. Chair asked that Blake plan to attend
all future Water Resources Committee meetings.
After considerable discussion, Committee agreed to cut scheduled meetings back to
two per month, 2nd and 4th Tuesdays.
Sherilyn Wells asked that her letters dated May 11, 1992, be entered into the record
(see Brenneies correspondence file), that the Committee write a letter to DOE protesting because the
fish kill was not reported to the County agencies, that stream buffers, wetlands, and rezoning
be added to County water programs, that the leachate coming from the Y Road landfills be
investigated, and that sewage seepage within the Lake Whatcom Watershed be addressed.

Fred Nowicke stressed the urgency of paying close attention to the water resources
and the aquifer recharge areas outlined in the Columbia Aggregates report and carefully
studying potential impacts on the entire County.
Because there was no further business, the meeting was adjourned.
