WATER RESOURCES COMMITTEE
March 10, 1992
The meeting was called to order at noon in the Council Chambers, 1000 North
Forest, 2nd floor, by Chairperson Barbara Brenner.

1. REPORT ON DEPARTMENT OF ECOLOGY ENFORCEMENT OF WATER
RIGHTS (AB92 -114) (REQUESTED BY P.U.D. NO. 1)
Topics discussed: Coordinated water and sewer plan; water rights; water
contamination; ground water law of 1945, water rights seniority; instream resource
protection area document; the Dept of Ecology's right to stop wells on closed streams; water
systems currently functioning illegally; water systems point of withdrawal, place of use, and
acreage (irrigation); potable water; industrial water supply; irrigation water; service areas
and conflicts; projection of future need and future capacity combined with growth
management; conservation laws in the future, recycling,and reuse. Anderson questioned
comm tee for a schedule for the future meetings and for future actions.
