The meeting was called to order at 12:00 noon in the Council Chambers, 1000 N.
Forest, 2nd floor, by Barbara Brenner, Chairperson.

1. SPECIAL PRESENTATION BY DNR TO EVALUATE COUNTY'S
AUTHORITY TO ISSUE SURFACE MINING PERMITS. TIME WILL BE
ALLOTTED FOR COUNTY STAFF (SEPA OFFICIALS) TO COMMENT.
Topics discussed: Form SM -6; land use and zoning decisions belong to the County;
DNR follows through in the closure and land reclamation of mining sites; reasons this issue
is in Water Resources Committee; conditions which might be attached to a permit by the
county; enforcement of conditions; several pertinent legal cases; Columbia Aggregates
permit and its effect on the water aquifer; current status of Columbia Aggregates'
application; DNR's efforts to meet local needs in the Sumas Mountain situation; effect of
GMA on DNR's permits; DNR's role in disputes between mine operators and the county;
mining resource areas in the Growth Management Act.
