BELLINGHAM CITY COUNCIL
JOINT MEETING
April 23, 1992
The meeting was called to order by Rand Jack, Whatcom Land Trust, to discuss the
proposed Trillium Land Swap.
County Council members present:
Barbara Brenner
Ken Henderson
Marge Laidlaw
Jack gave the background information on the subject and showed slides of the areas
involved. Basically, the idea was proposed by Craig Cole as chairman of the Natural
Heritage Foundation as a way of obtaining many of the goal properties designated as ideal
public lands by the Heritage Foundation. These lands are owned by Trillium. Involving the
Whatcom Lands Trust is a natural and easy way of accomplishing the acquisition for the
County before the values escalate.
Topics discussed: the areas involved in the swap; the reasoning behind the swap; the
benefits to both the County and Trillium; the philosophy used in structuring the swap; the
three mechanisms facilitating the transaction (purchase, swap, gift from Trillium and others);
DNR's role in future land management and forest practices; proposed and actual sources
of the funds; aesthetic values to be realized; critical areas, habitat, and watershed priorities;
uncertainties of Olson Creek; appraisal methods used.
