ORDINANCES DETERMINING THE FATE OF THE WHATCOM 11 COUNTY NOXIOUS WEED BOARD (AB92 -030A) (COUNCIL 12 CHAIRMAN DAN WARNER ASKED THAT THE COMMITTEE 13 REVIEW THE FOUR ORDINANCES TAKE PLACE PRIOR TO THE 14 HEARING. THE COUNCIL MAY ADOPT ONE OF THEM): 15 *ORDINANCE DEACTIVATING THE WHATCOM COUNTY NOXIOUS 16 WEED BOARD (P. 78) 17 *ORDINANCE DELETING WHATCOM COUNTY CODE SECTION 2.27.130 18 (P. 79) 19 *ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 2.27, 20 NOXIOUS WEED CONTROL BOARD (PROVIDING FOR ACTIVATION OF '. THE BOARD AND MAKING THE COUNTY LAW CONSISTENT WITH STATE /-2 LAW) (P. 80 -101) 23 *ORDINANCE AMENDING WHATCOM COUNTY CODE CHAPTER 2.27, 24 NOXIOUS WEED CONTROL BOARD (SIMILAR TO THE ORDINANCE 25 BEGINNING ON PAGE 80, BUT LIMITING THE ACTIVITIES OF THE 26 BOARD TO THE CONTROL OF TANSY RAGWORT AND KNAPWEED) (P. 27 102 -123) 28 Katherine Horavic, State Weed Board, asked what the Council's concerns were and 29 why they wanted to limit this board's authority. 30 Imhof said by allowing the County to be dictated to by State law, it may result that 31 it may not have the money to comply with those laws; he also clarified the administrative 32 structure. 33 Brenner said it was not something they actively decided to pursue; it was a necessity 34 because of the legal situation. 35 Horavic said she had put together information from other Boards in the State. 36 Whatcom County would be required to control only those Class A weeds that are present 37 in the County. (Only 14 weeds are a problem in Whatcom County in a 2000 acre area.) Minutes, 2/25/92, Page 15 1 Bill Brookreson, Assistant Director for Plant Services, Department of Agriculture, ? discussed the following: control of counties; weed control; help from the State Weed Board; 3 preventive care to eliminate problems. 4 Items discussed were: how the budget could be distributed; autonomy of the County; 5 Comments made by: Brenner, Imhof. 6 2. REQUEST FOR COUNCIL - ENDORSEMENT OF A LETTER 7 FULFILLING THE TERMS OF THE COUNTY'S SOLID WASTE 8 INTERLOCAL AGREEMENTS (AB92 -087) 9 Tom Sutberry, Deputy Administrator, said he knew nothing about this; Jurica may 10 come to the meeting tonight. 11 3. APPOINTMENT TO FILL A VACANCY ON THE BOARD OF 12 COMMISSIONERS FOR CEMETERY DISTRICT NO. 8 (AB92 -103) 13 Imhof explained the issue. 14 BRENNER MOVED TO APPOINT ERICA LOREEN TO FILL THIS VACANCY. 15 The motion carried unanimously. i6 Sutberry said he was at the meeting to monitor the Noxious Weed Board; in the past 17 the Executive's office has taken an active role in the Weed Board but found out recently 18 that it is under the Council's jurisdiction. 19 Meeting adjourned at 6:30 p.m. 20 21 ATTEST: 22 23 B ara Maher, Deputy Clerk 24 WHATCOM COUNTY COUNCIL WHATCOM COUNTY, WASHINGTON Minutes, 2/25/92, Page 16
