Forest. 6 1. DISCUSSION OF NO SHOOTING ZONE HEARING TESTIMONY AND 7 DIRECTION TO COUNCIL STAFF (POSSIBLE FURTHER DISCUSSION 8 AND RECOMMENDATION TO COUNCIL ON MAY 12) 9 *ORDINANCE CREATING A NO SHOOTING ZONE IN THE EAST 10 LAUREL AREA (AB90 -251) 11 *ORDINANCE CREATING A NO SHOOTING ZONE IN THE AREA OF 12 NORTH LOOKOUT MOUNTAIN AND LAKE PADDEN - SAMISH WAY 13 AREAS (AB92 -052) 14 *ORDINANCE REPLACING WHATCOM COUNTY CODE 9.32 15 REGARDING UNLAWFUL DISCHARGE OF FIREARMS AND BOW 16 AREAS (AB92 -032) Imhof explained that the Council members had decided that approving the first two 18 ordinances might be inappropriate when the third ordinance is being considered that would 19 change the parameters. 20 Items discussed were: The inclusion of bows with firearms, the inclusion of the Parks; 21 percentage of those opposed; spooked animals; the need for people to be responsible for 22 any projectiles 23 Comments were made by: Imhof, Brenner. 24 Bob Hansherf, Hemmi Road: He said he was against another restrictions that would 25 take away rights. 26 Jay Taber, 1212 Raymond: Asked if petitions would need to be brought in; and if 27 60 percent of the surrounding urban resident need to sign. Sometimes landowners allow 28 others to shoot on their property and this impacts others. 29 A.J. Gould, 190 W. Lake Samish: He said a small development could override the 30 rights of large landowner. 31 Vander Yacht asked about noise problems. Bruce Boyle, 5603 Noon Road: Two issues: one is the noise nuisance and the other 1 is health and safety. Bullet went through their barn and frightened his wife. He said shooting is a part of rural life but safety is the issue. Rural areas cannot be urbanized and 3 he does applaud the efforts to have clear rules. 4 Anthony Can, a, Laurel Road: He asked if his petition will be considered. He was 5 informed that it is part of the ordinances under review. 6 2. LAKE WHATCOM CONNECTOR STUDY, FURTHER DISCUSSION, 7 POSSIBLE RECOMMENDATION TO COUNCIL (AB91 -365A) 8 Imhof recommended moving the existing $50,000 that was assigned and add another 9 $50,000 to repair the worst parts of Lake Whatcom Road for safety purposes and add a 10 walking and bicycle road. He recommended using Lake Louise Road. 11 Ed Henken, County Engineer, said he had heard that the original $50,000 has been 12 used for bridge repair. He did suggest using $50,000 from line 8 and adding is as line item 13 27. 14 There was discussion between Henken and Brenner on the road design, sight 15 distance, and speed limits. 16 17 Henken said there was money available and now staff needs to instructed to change 18 the Lake Whatcom Boulevard to a lower class arterial and the Lake Louise Road to a higher class arterial. He asked if the Council would give direction in this regard. 20 IMHOF MOVED TO ASK STAFF TO CONSIDER LAKE WHATCOM 21 BOULEVARD TO A LOWER CLASS ARTERIAL AND THE LAKE LOUISE ROAD 22 TO A HIGHER CLASS ARTERIAL. - 23 The motion carried unanimously. 24 3. EMERGENCY ORDINANCE ESTABLISHING NO PARKING ON 25 LUMMI VIEW DRIVE EXCEPT WHEN AUTHORIZED BY A COUNTY - 26 ISSUED PERMIT WHEN THE WHATCOM CHIEF IS OUT OF SERVICE 27 (AB92 -186) 28 Jets Monsen, Traffic Engineer, said this would allow the people who use the 29 replacement ferry to park their cars as the replacement ferry does not carry cars. 30 Brenner asked about the possibility of a small ferry on the island side to transport 31 foot passenger to their homes during the repair of the Whatcom Chief. 32 Bud Jewell, President of the Lummi Island community club.
