Forest St., 2nd floor, at 1:30 p.m. by Ken Henderson, Chairman. Also present: Absent: Larry Harris Dennis Vander Yacht 1. REVIEW OF LAKE WHATCOM WATERSHED INTERIM ZONING WITH DISCUSSION OF AGREED UPON GOALS FOR THE LAKE WHATCOM WATERSHED (AB92 -310 & AB92 -310A) Topics discussed: Background; update on goals and policies; applicability to other watersheds in the area; materials from the Urban Residential; residential requirements for water and sewer; proposed changes to the Lake Whatcom subarea comprehensive plan rather than a zone change; storm water management in forestry districts and in development areas; precondition to development rather than moratorium; definition of "municipal," "public," and "private" relating to water and sewer districts; storm water management; potential legal problems; working with studies that have been done rather than doing another study; current storm water requirements; legal implications of storm water regulations; legal implications of storm water mismanagement; monitoring of storm water systems. Committee agreed to hold off on any decision until further information comes from the Lake Whatcom Watershed Committee and the City of Bellingham and until receipt of the reports from the Forestry hearing. Because there was no further business, the meeting was adjourned.
