Chambers, 2nd floor, 1000 N. Forest, by Chairperson Ken Henderson. Also present: Dennis Vander Yacht Larry Harris 1. PRESENTATION BY GORDON SCOTT ON PROPOSED FOREST PRACTICES RULE CHANGES (DISCUSSION ONLY) (AB92 -014) Topics discussed: Cumulative effects analysis onwatershed from timber harvesting; wetlands (county wetland rules differ from state wetland rules); watershed management; methods for minimiz1 9 negative effects of logging; problems in the Nooksack from the logging; possibly asking for bonds from logging companies. PRESENTATION ON TIMBER HARVEST ADJACENT TO DEMING WATER ASSOCIATION RESERVOIR (DISCUSSION ONLY) (AB92 -145) Topics discussed: Underground springs in the area - -exact location of origin unknown; cooperation with landowners in the area for prevention; slowness of implementing needed laws -- Trillium is already cutting; Trillium's care for the watershed; landowners being left to deal with logging results long after the loggers are gone; Trilliam's efforts to protect water sources in their logging areas; landowners' rights to log their own land as long as they follow. the written rules; possibility of Council's hiring their own professional forester; requests from the Deming Water District. HARRIS MOVED TO RECOMMEND TO COUNCIL THAT GORDON SCOTT BE ASKED TO FACILITATE A MEETING BETWEEN THE DEMING WATER ASSOCIATION, THE LAND OWNERS, AND THE LOGGING INTERESTS TO DISCUSS THE DEMING WATER ASSOCIATION PROBLEM AND PRESERVATION OF THE WATER SOURCES. OTHER BUSINESS Rural /Commercial Forestry Zones: Gordon reported that Planning had completed zoning for the South Fork; had just had a hearing last Tuesday re Lake Whatcom, Chuckanut, and Lake Samish; will have a hearing on April 21 for Lynden, Nooksack Valley, Foothills, and Lummi Island. A report on those hearings and the recommendations of Planning will be coming forward to Council as soon as it is prepared. Henderson noted that he will request Council Chair Dan Warner to write asking that one of the state hearings on Forestry Pracices be held in Whatcom County.
