The meeting was called to order at 1 :30 pp �m. in the Council Chambers, 2nd floor,
1000 N. Forest, by Committee Chairperson Ken-Henderson.

1. ORDINANCE AMENDING THE OFFICIAL WHATCOM COUNTY
ZONING CODE, TITLE 20, CHAPTER 20.72 TO CLARIFY LANGUAGE
PROHIBITING SERVICE STATIONS (AB92 -038) (SEE AB91 -461 AND
AB91 -171 FOR BACKGROUND) (PLANNING)
Topics discussed: Clarification of language.

HARRIS MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried unanimously.
2. POSSIBLE SCHEDULING OF DISCUSSION ON THE BONNEVILLE
POWER ADMINISTRATION AND PUGET POWER NORTHWEST
TRANSMISSION PROJECT (AB92 -057)
Topics discussed: Electro magnetic fields; land values; traffic impacts; work hours
for the new construction; rebuilding the two -way line from Custer to Sedro Woolley

3. CONSIDERATION OF LOGGING ISSUES BROUGHT FORWARD BY
FRIENDS OF SUMAS MOUNTAIN, AND OF THE COUNCIL'S ROLE
IN FOREST PRACTICES PERMIT REVIEW (AB92 -003)
Topics discussed: Geological survey_ performed by TAT; slope stability; grave
asbestos; Iogg mg activity; Friends of Sumas Mountain request for an unbiased geologic
evaluation; Environmental Impact Study (EIS); instability of soil; Swift Creek Slide; County's
role in forest practice review; areas of proposed road construction and logging operation.
