The meeting was called to order at 1:30 p.m. in the Council Chambers, 1000 N.
Forest St., 2nd floor, by Ken Henderson, Chairman.

1. REQUEST TO AMEND THE CHERRY POINT - FERNDALE SUBAREA
COMP PLAN AND OFFICIAL WC ZONING MAP FOR
APPROXIMATELY 14 ACRES IN SECTION 5, TOWNSHIP 39 NORTH,
RANGE 2 EAST, FROM RURAL FIVE ACRES TO GENERAL
COMMERCIAL (AB92 -419)

COMMERCIAL FORESTRY ZONES FOR THE LAKE WHATCOM,
CHUCKANUT -LAKE SANHSH, LYNDEN - NOOKSACK VALLEY,
FOOTHILLS, AND LUMMI ISLAND SUBAREAS (AB92 -289)
3. ORDINANCE AMENDING THE OFFICIAL WHATCOM COUNTY
CODE, CHAPTER 20.42, 20.43, 20.80.272, 20.80.273, AND CREATING A
NEW CHAPTER 14.04 (AB92 -290)
4. ORDINANCE AMENDING THE OFFICIAL WHATCOM COUNTY
COMPREHENSIVE LAND USE PLAN FOR THE LAKE WHATCOM,
CHUCKANUT -LAKE SAMISH, LYNDEN- NOOKSACK VALLEY,

MAKE CONSISTENT WITH LANGUAGE ADOPTED FOR THE SOUTH

AND FORESTRY LAND USE POLICIES (AB92 -291)
5. ORDINANCE AMENDING THE OFFICIAL WHATCOM COUNTY
CODE CHAPTER 20.42.300 LOT CLUSTERING AND RESERVE TRACT -
RURAL FORESTRY AND CHAPTER 20.97 DEFINITIONS (AB92 -402)

PARKS ARE NOT ALLOWED.
HARRIS MOVED TO STRIKE THE WORK "MARINAS."
The motion carried 2 to 1 with Harris against.
HENDERSON MOVED TO AMEND .160 BY ADDING "ENUMERATED"
BETWEEN "FOLLOWING" AND "CONDITIONS" AND ADDING AFTER
"CONDITIONS" THE FOLLOWING: 'PROVIDED THAT IN THE LAKE WHATCOM
WATERSHED THE ONLY CONDITIONAL USE ALLOWED UNDER THIS SECTION
WILL BE TRANSFER STATIONS."
The motion carried unanimously.
HENDERSON MOVED TO ADD TO.310 AFTER THE WORD "STANDARDS ":
"PROVIDED THAT IN THE LAKE WHATCOM WATERSHED THE FOLLOWING
ARE REQUIRED:"
Henderson withdrew his motion.
HENDERSON MOVED to add to 20.42.251 "LOT CLUSTERING SUBDIVISION
METHOD IS THE ONLY METHOD ALLOWED FOR SUBDIVISION OF RURAL

FORESTRY PARCELS IN THE LAKE WHATCOM WATERSHED."

effects of County reorganization; removing 20 acre option from forestry; road infrastructure;

HENDERSON MOVED TO AMEND 10.42.310 WITH A (5) TO READ "IN THE
LAKE WHATCOM WATERSHED CLUSTERED BUILDING LOTS MUST HAVE A
COMMON SEPTIC SYSTEM UNLESS NOT FEASIBLE AS DETERMINED BY THE
HEALTH OFFICER OR BE CONNECTED TO SEWER.
The motion carried unanimously.
HENDERSON MOVED TO CHANGE 20.42.252, THE MIN. RESERVE AREA
(CLUSTER SUBDIVISIONS) FIGURE FROM 70% TO 85 %.
The motion carried unanimously.
HENDERSON MOVED THE CHANGES TO 20.42.320.

READ "SEMI- PERMANENT MODULAR OR MOBILE HOME LIVING QUARTERS"
CHANGING (B) TO READ "ALL WATCHMAN LIVING QUARTERS UNDER THIS
SECTION MUST BE LOCATED WITHIN ONE MILE OF A PAVED PUBLIC ROAD
OR AS CLOSE TO THE PROPERTY LINE AS FEASIBLE, WHICHEVER IS
NEAREST TO THE PAVED PUBLIC ROADWAY, AND BE DIRECTLY ADJACENT
TO THE MAJOR FOREST ACCESS ROAD.

HARRIS MOVED TO RECOMMEND INCLUSION OF WHATCOM GLEN AND
THE HARRIS PROPERTY IN RURAL FORESTRY.
The motion carried unanimously.
HENDERSON MOVED TO RECOMMEND INCLUSION OF THE ACREAGE
BETWEEN HARRISES AND WHATCOM GLEN AND THE 160 ACRES OF
TRILLIUM'S IN THE LAKE WHATCOM WATERSHED IN RURAL FORESTRY.
The motion carried 2 to 1 with Harris opposed.
HARRIS MOVED TO RECOMMEND APPROVAL OF THE INCLUSION OF
TRILLIUM'S WELCOME AND GLACIER PROPERTIES IN RURAL FORESTRY.
The motion failed 2 to 1 with Vander Yacht in favor.
HENDERSON MOVED TO RECOMMEND ADOPTION OF ALL FOUR
ORDINANCES, INCLUDING THE CHANGES ADOPTED ABOVE.
