The meeting was called to order at 1:30 p.m. in the Council Chambers, 1000 N.
Forest, 2nd floor, by Chairperson Ken Henderson.

1. PROPOSED LETTER TO BE SENT TO AREA LEGISLATORS REGARDING
FOREST PRACTICES (AB92 -169)
Topics discussed: The letter drafted by Staff for Dan Warner with input by
Henderson which states the County's desire to be involved in local forest practices decisions
and Warner's desire for stricter enforcement.

HARRIS MOVED TO SEND THE LETTER ON TO AREA LEGISLATORS
ASKING FOR STRICTER ENFORCEMENT AND CONSIDERATIONS OF OTHER
MANDATES IN THE FOREST PRACTICES ACT.
The motion carried unanimously.
2. COUNTY WIDE ADDRESSING SYSTEM: DISCUSSION AND REVIEW OF
POLICY DIRECTION (AB92 -170) (FOR BACKGROUND SEE AB90 -201)
Topics discussed: The need for the new addressing system; changing to a 1/16 of
a mile grid; being consistent with the rest of the country; using 4 quadrants with Slater /Kelly
Road and the Guide Meridian to develop a grid; Geographic Information System (GIS);
naming roads (names given by Engineering Dept.); possibility of a citizen committee to
develop list of historical names to select from; obstacles so far have been budget oriented;
post office in favor of the GIS; approximate cost of system would be $200,000; retaining
personality by leaving in names rather than entirely using numbers; dispatch problems with
both number and name system; two systems would be more confusing for 911; retaining
character of the community and the humanness of its people.

3. OTHER BUSINESS
Friends of Sumas Mountain presented a resolution and requested that it be review
and passed on to the Council. Henderson reported that he had spoken with Doug Goldthorp
from County Engineers who feels that the SEPA checklist process would be appropriate,
with ID teams going up to Sumas Mountain site again.
Topics discussed relating to Sumas Mountain: instability of Power Creek Canyon;
appeals to the Dept of Ecology; DNR feels they have met all of their obligations and it is
the responsibility of Friends of Sumas Mountain to'prove that the DNR didn't meet their
obligations; possible health issues involved; SEPA checklist requirements; possible flooding.
Committee agreed to do research; Harris wants to make sure that the procedure is
followed correctly. Friends of Sumas Mountain want a SEPA checklist to be issued and
asked the committee to recommend the passing of their resolution.
