The meeting was called to order at 4:15 p.m. in the Council Chambers, 1000 No.
Forest. St., 2nd floor, by Marge Laidlaw, Chairperson.

1. REQUEST TO ACCEPT GRANT AND AUTHORIZE EXECUTIVE TO
ENTER INTO A CONTRACT (AB92 -357)

3. RESOLUTION SUPPORTING GRANT APPLICATION BY . AL &
CARMEN'S MARKET RELATING TO GAS TANK REPLACEMENT

5. ORDINANCE AUTHORIZING INTERFUND LOAN FOR $800,000
FROM THE ROAD FUND TO THE RIVER IMPROVEMENT FUND
FOR THE PURPOSE OF TEMPORARILY PROVIDING WORKING
CAPITAL FOR RIVER IMPROVEMENT PROJECTS (AB92 -336)
Topics discussed: Reimbursement from FEMA upon completion of the work; how
Brad Bennett came up with the figure of $800,000; effects this will have on the road fund
projects; actual cost with interest; source of the funds.

6. DISCUSSION OF LAKE MANAGEMENT DISTRICT MATTER
REGARDING THE DAM ON FRIDAY CREEK (AB92 -342)
Topics discussed: Who maintains the dam; Van Zanten's role in origin of this
ordinance; need to seek advice from Randy Watts.

This matter will be held in Committee until legal advice is sought.
Other Business: Shirley Forsloff, Whatcom County Auditor, stated that she has
brought to the Council Office copies of Referendums 92 -2, 92 -3, and 92 -4 on the Critical
Areas Ordinance. Citizens have until December 14 to collect 10,000 signatures per

referendum /petition and file these signatures with the Auditors Office. The cost of checking
the signatures as per staff time, extra staff needed, etc. could run as high as $4,000 to $6,000
per 10,000 signatures.
Because there was no further business, the meeting was adjourned.
