The meeting was called to order at 4:15 p.m. in the Council Chambers, 1000 N.
Forest St., 2nd floor, by Ken Henderson, Member; Marge Laidlaw, Chair, was delayed and
arrived late.

1. REQUEST FOR AUTHORIZATION FOR THE EXECUTIVE TO ENTER
INTO AN INTERLOCAL COOPERATIVE AGREEMENT WITH THE
NORTHWEST REGIONAL COUNCIL (AB92 -403)
Topics discussed: LOEFF I system; senior programs elsewhere; services provided
under agreement; long term fiscal impacts of this type of program; description of services
in the program; "out" for the County; make -up of LOEFF Board.

IMHOF MOVED TO RECOMMEND APPROVAL.
The motion carried unanimously.
2. ORDINANCE AUTHORIZING AN INTERFUND LOAN NOT TO
EXCEED $300,000 FROM WHATCOM COUNTY EQUIPMENT RENTAL
AND REVOLVING FUND TO THE WHATCOM COUNTY
COURTHOUSE EXPANSION CONSTRUCTION FUND FOR THE
PURPOSE OF TEMPORARILY PROVIDING MONIES FOR THE
RENOVATION OF THE NOR -BELL FACILITY (AB92 -382)

The motion carried 2 to 1 with Laidlaw voting against.
3. DISCUSSION REGARDING FUNDING FOR D.A.R.E. OFFICE FOR
REMAINDER OF 1992 AND PROPOSAL FOR FUNDING FOR 1993
(AB92 -388)

HENDERSON MOVED TO REPORT TO COUNCIL THAT THE COMMITTEE
FOUND THE CONTRACT IN COMPLIANCE WITH THE INTRAFUND TRANSFERS
AND CONCUR WITH WHAT THE SHERIFF'S OFFICE HAS DONE.
The motion carried unanimously.
