Forest, 2nd floor, by Marge Laidlaw, Chairperson. Also present: Bob Imhof Ken Henderson Absent: 1. WHATCOM COUN'T'Y CONSERVATION DISTRICT: DISCUSSION OF BUDGET AND HOW TO PROCEED WITH ASSESSMENT PROCESS (AB91 -308) Topics discussed: Specifics of the law; increased demands for services, especially by farmers; current sources of funds; possible fee schedule for farmers; bookkeeping difficulties because of intertwining of services and personnel; specific areas to be implemented with assessment funds; possibility of putting issue on the ballot. Persons speaking: Jerry Digerness, Whatcom County Conservation District; Linda Sanders, District Manager, Soils Conservation Service; Laidlaw; Imhof; Shirley Van Zanten, Executive. Committee took no action and no specific request was made by Conservation District. Digerness will send information regarding the legal question of the ballot issue. 2. BID AWARD RECOMMENDATION FOR CARD LOCK PETROLEUM FUEL SERVICE TO THE LOW BIDDER, BOSMAN, INC., ESTIMATED ANNUALLY AT $73,112.40 (AB92 -296) 3. BID AWARD RECOMMENDATION FOR TRUCK AND TANKER PETROLEUM FUEL TO THE LOW BIDDER, MCEVOY OIL COMPANY, ESTIMATED ANNUALLY AT $202,843.20 (AB92 -297) Items 2 and 3 were discussed and acted on together. REQUEST FOR APPROVAL TO RENEW THE WHATCOM CHIEF FERRY INSURANCE FOR $18,445 (AB92 -298) Topics discussed: Background; coverage. Persons speaking: Van Zanten; Laidlaw; Henderson; Bob Woods, Budget Analyst. HENDERSON MOVED TO RECOMMEND APPROVAL BASED ON THE EXPLANATION OF NUMBER OF VEHICLES COVERED. Henderson withdrew his motion. IMHOF MOVED TO RECOMMEND APPROVAL. The motion carried unanimously. 5. REQUEST FOR AUTHORIZATION FOR EXECUTIVE TO ENTER INTO AN AGREEMENT WITH CASCADE CHRISTIAN, INC., FOR DEVELOPMENTAL DISABILITIES SERVICES FOR $36,500 (AB92 -229) Topics discussed: Pass through money; new contractor; Advisory Board's recommendation for acceptance; wording in the contract; pay scale for disabled. ORDINANCE REVISING CHAPTER 2.06 OF THE WHATCOM COUNTY CODE REGARDING THE MEDICAL EXAMINER (AB92 -248A) Topics discussed: Changes to be made, reasons; concept of an Advisory Council; authority to be given to Advisory Council; clarification of membership; reporting methods. REQUEST FROM WESTERN WASHINGTON UNIVERSITY FOR A ROWING FACILITY AT WHATCOM COUNTY'S EAST LAKE SAMISH PROPERTY (AB91422) Topics discussed: Background of the property; money raised by the University; plans of the University; income possibilities; leanness of Western's project budget; cost to County; Bruce Harris's expressed concern about the wildlife in the area. Persons speaking: Roger DeSpain, Director of Parks; Bruce Harris, 135 Summerland Rd.; Laidlaw. No formal action was taken. The Committee, however, did support the concept, and staff will present more detail based upon the questions and concer-Rs expressed by the Committee members. 8. ORDINANCE CREATING A PARKS & RECREATION DEPARTMENT (AB92 -250) LAIDLAW MOVED TO RECOMMEND TO COUNCIL THAT A FULL HEARING BE HELD ON THIS ISSUE. Motion carried unanimously.
