The meeting was called to order at 4 :30 p.m. in the Council Chambers, 2nd floor,
1000 N. Forest, by Committee Chairman Mary Vanderpol.

1. Request for authorization for Executive to enter into a contract with J.D.
Edwards & Company for financial management software (AB92 -005)
Topics discussed: How the new system will be used; Background of the Contract
(license agreements, training and implementation costs, first year maintenance cost);
Estimated date of contract completion.
Additional comments were made by: Shirley Van Zanten.
Held in Committee until the contract is complete.
2. Request for approval of a sole source purchase of an IBM AS /400 D35
Computer and Operating Software from IBM Corporation in the amount of
$209,952.36, including sale tax (AB92 -006)
Topics discussed: The sharing of the AS /400 with the City of Bellingham and other
cities and towns within Whatcom County; the cost of being connected; financial
responsibilities of the various entities connected.
Additional comments were made by: Information Services Manager George Reid.

Motion carried unanimously.
3. Request for approval of bidder's list, RFQ #92 -01, professional services:
General requirements for professional real property appraisal services for
1992 (AB92 -007)
Topics discussed: This is just a procedural matter, not a legal requirement. This
rationale is valid for Item No. 4 as well.

4. Request for approval of bidder's list, RFQ #92 -01, professional services:
General requirements for professional ' architectural, engineering and other
consulting services for 1992 (AB91 -008)

Motion carried unanimously.
5. Request for acceptance of Treasurer's property tax refund list (AB92 -009)
Topics discussed: Type of refunds granted; the year that a person is granted a
refund.
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL
The motion carried unanimously.
6. Resolution setting a hearing to declare property surplus (IBM System 36
computer with additional disk upgrade and an IBM 8809/C1 computer tape
drive) (AB92 -011)

Motion carried unanimously.
7. Ordinance amending the 1992 Sheriffs Department budget (AB91 -471)
LAIDLAW MOVED TO RECOMMEND APPROVAL TO COUNCIL.
The motion carried unanimously.
8. Other Business
Shirley Forslof, Auditor, presented a list of uncollectible taxes.
