Forest Street. 6 Present Absent 7 Dennis Vander Yacht .None 8 Ken Henderson 9 Bob Imhof 10 Marge Laidlaw 11 Barbara Brenner 12 Larry Harris 13 1. DISCUSSION OF RECOMMENDATIONS REGARDING COUNCIL 14 OPERATIONS (BOB WOODS, COUNCIL BUDGET AND PROGRAM 15 ANALYST) (20 -30 MINUTES) (AB92 -113) 16 Bob Woods, Council Budget and Program Analyst, read from his memo, dated 17 February 26 located in AB92 -113. 18 Items discussed on item (1) were: powers of the proposed committees; whether :9 introduction items could be brought forward on an addendum; problems of duplicate mailing 20 and public notice with addenda; the possibility of more meetings. 21 Comments were made by: Warner; Henderson; Ramona Reeves, Clerk of the 22 Council; Laidlaw. 23 Reeves said she is not sympathetic to addended items. 24 LAIDLAW MOVED TO HAVE THE COUNCIL CHAIR EXPLORE WITH THE 25 ADMINISTRATION THE POSSIBILITY /EFFECTS OF HAVING THE PACKET BE 26 AVAILABLE ONE WEEK PRIOR TO THE MEETING AND ADJUST DEADLINES 27 FOR AGENDA SUBMISSIONS AS WELL AS A CLEAR POLICY AS TO WHAT 28 CONSTITUTES AN EMERGENCY ADDITION TO THE AGENDA. 29 The motion carried unanimously. 30 Harris said he would like a committee agenda board erected with items as much as 31 three weeks in advance so the committee members can know what is coming up; Reeves 32 said the new computer system will address this situation. 33 Warner asked Harris to meet with Reeves to discuss this issue. 14 Items discussed on item (2) were: advance notice of proposed committee agenda 13 items; the probability of the new Local Area Network (LAN) being able to alert members 1 of upcoming committee items; who could bring items to the floor that were not scheduled; 2 how many votes would be required to pass unscheduled items. 3 Comments were made by: Harris; Reeves; Warner; Brenner; Laidlaw. 4 Items discussed on item (3) were: will need to do a better job of preparing the 5 budget; which bid awards would be reviewed; batching bids for review; consulting contracts; 6 purchasing code; dollar limit on bids; expectation of public for financial overview; inflated 7 budget being requested to avoid having to come back for more funds; need for an internal 8 audit process; use of a consent agenda; 9 Comments were made by: Laidlaw; Brenner; Woods; Harris; Henderson; Woods 10 2. PRESENTATION AND DISCUSSION OF THE PROPOSED TRANS 11 MOUNTAIN PIPELINE BY PIPELINE PROPONENTS (15 MINUTES) 12 AND BY MEMBERS OF THE WASHINGTON ENVIRONMENTAL 13 COUNCIL (15 MINUTES) (AB91 -074) 14 Howard Coram, Trans Mountain Pipeline employee, said he just read about this in 15 the newspaper and is not prepared to speak on this issue. 16 Allen Fiksdal, EFSEC project manager, and Jim Thornton, a member of the 17 consultant team for Trans Mountain, were present but no representative from Trans 8 Mountain was in attendance. 19 Warner suggested this discussion be postponed until all the interested parties are able 20 to attend. 21 Jay Taber said the local environmental community would like an opportunity to speak 22 on this issue; he suggested the Audubon Society. 23 OPEN SESSION 24 Jim Thornton, Consulting with EFSEC: He said he wants to talk about the public 25 review process and the Council's role in the process. Warner said it would be unfair if all 26 sides were not represented. Thornton said their public process ends in three weeks. 27 INTRODUCTION 28 1. RECEIPT OF APPEAL OF HEARING EXAMINER'S DECISION ON Minutes, 3/3/92, Page 2 1 CONDITIONAL USE NO. 45 -91, FILED BY DAWN MARR (AB92 -112) 2 (PLACED ON FILE PENDING RECEIPT OF TRANSCRIPT) 3 Items 1 and 2 were introduced and will be forwarded for the appropriate action. 4 REPORTS AND OTHER ITEMS FROM COUNCIL MEMBERS 5 Olympia Budget Process: Laidlaw said the McDonald budget would have grave 6 ramifications to mental health, women. and infant issues if it passes.
