Also Present: Barbara Brenner Ken Henderson Absent: None 1. RESOLUTION REGARDING IMPLEMENTATION OF THE LAKE WHATCOM URBANIZATION PROGRAM (AB93 -290A) Dan Taylor, Planning & Development Services, spoke to this issue. The language has been revised. His office is working on the EIS. As for the funding aspect, he will try to have the document before the Council in December. Brenner moved to amend Action 2 to provide incentives on lot consolidation under "Summary" and under 'Process ", it would read (line 2, second sentence): "This action would require encourage lot consolidation." and eliminate the second part of Section 3 where it starts "as a corollary" on page 3. Brenner agreed to split her motion, the first motion to read: Amend Action 2 under "Summary" to read: "Review County lot consolidation regulations. Provide incentives for lot consolidation." Motion carried 2 -1 with Harris opposed. Brenner's second motion would amend the wording of Action 2 under the Process, second sentence: "require" would be deleted and the word "encourage" would replace it. Motion failed 2 -1 with Brenner in favor. Brenner moved to amend Action 3 to delete everything after "management legislation" on line 1. Motion failed 2 -1 with Brenner in favor. Brenner moved to adopt Action 4, deleting Action 2 (except in the "Summary") and also deleting Action 3 and deleting under 'Process" Action 2 and Action 3. Motion failed 2 -1 with Brenner in favor. Water Resources Minutes, 9/28/93, Page 1 Henderson moved a recommendation of the Lake Whatcom Urbanization Plan as amended to include incentives under the second item with a favorable recommendation to the Council of the resolution. Bruce Ayres, 135 Summerland Road, asked about inclusion of the Cain and Reed Lake subarea. Jean Gorton, 1313 Commercial Street, asked about a public hearing regarding adoption of the Urban Growth Area in the Lake Whatcom Watershed before adoption of same. Lee Denke, 615 North Forest Street, Mt. Vernon, questioned the lack of public involvement. Motion carried 2 -1 with Brenner opposed. There being no further business, the meeting was adjourned.
