WATER RESOURCES COMMITTEE
October 12, 1993
The meeting was called to order at 12:00 noon in the Council Chambers, 1000 N.
Forest, by Larry Harris, Committee Chairman.

1. DISCUSSION: INVENTORY OF WATER QUALITY PROGRAMS
ADMINISTERED BY WHATCOM COUNTY GOVERNMENT AND
NON - GOVERNMENT AGENCIES (AB93 -3210
Topics discussed: Inventory of water quality programs in the County as a result of
the County Council's deliberations regarding the Soil Conservation District and whether or
not to approve an assessment; role of the committee to get water quality work done;
relationship of county with the Conservation District; coordination of programs within the
county that may overlap, compete or leave gaps; goals for the committee in water resource
administration; the Project Working Outline Draft which deals with the mission, scope, and
goals of the committee; discussion on how to collect the information from the different
agencies in the least disruptive manner; various county departments involved in related
activities; money from the federal. government to the Soil Conservation District;
Conservation District preparing bill to county for work being done; detailed analysis of
water usage; impacts on staff of the Conservation District when interviewing departments
identify request that may be impacting Conservation District in order to reimburse
Conservation District; inventory of all the different watershed plans; feasibility of having
Council of Governments (COG) do a flow chart; legal obligation and moral obligation to
the Conservation District; Council cannot appropriate money without a contract; designated
funding; Watershed Masters' and Nooksack Basin Alliance's offer to help; one
comprehensive program instead of several; effect of the Growth Management Act on the
water issues; flood control funds.

HENDERSON MOVED THE WATER RESOURCES COMMITTEE
RECOMMEND TO THE COUNCIL TO SEEK SUPPORT FROM TO INVENTORY
WATER QUALITY PROGRAMS IN WHATCOM COUNTY.

BRENNER ASKED TO ADD A FRIENDLY AMENDMENT TO INCLUDE
SEEKING HELP FROM NOOKSACK BASIN ALLIANCE AND THE WATERSHED
MASTERS.
Brenner withdrew her amendment to the motion.
HENDERSON REWORDED HIS MOTION TO READ: "THE WATER
RESOURCE COMMITTEE RECOMMEND THAT THE COUNCIL SEEK SUPPORT
FROM THE COUNCIL OF GOVERNMENTS TO INVENTORY WATER QUALITY
PROGRAMS AND SOLICIT PARTICIPATION OF ALL JURISDICTIONS AND
INTERESTED PARTIES."
The motion carried unanimously.
