Forest St., 2nd floor, by Larry Harris, Chair. Also present: Barbara Brenner Ken Henderson Absent: 1. LAKE WHATCOM MANAGEMENT PLAN PROPOSED URBANIZATION PROGRAM (AB93 -290) Topics discussed: Ways to implement the plans from the subcommittees; membership on the subcommittees (teams); materials distributions to the Committee members; Public Involvement and Education Team's first meeting (August 5); potential mechanisms for forwarding the work of the teams; potential for public hearings; lack of public process and involvement; plans to include the public; lack of cooperation from the media; clarification of expectations from the teams; forms of hearings; need for public on teams. Persons speaking: Harris; Brenner; Henderson; Vicki Mathisen, Planning Department; Bob Woods, Budget Analyst. HENDERSON MOVED TO RECOMMEND THAT ACTION PROGRAMS BROUGHT FORWARD BY THE TEAMS GO TO THE JOINT COMMITTEE FOR REVIEW AND FOR A PUBLIC HEARING. BRENNER MOVED TO AMEND THE MOTION TO READ JOINT HEARINGS, DELETING THE REVIEW. Henderson accepted it as a friendly amendment. The motion carried unanimously. BRENNER MOVED TO RECOMMEND TO THE COUNCIL TO REQUIRE CITIZENS TO BE INCLUDED AS MEMBERS ON EACH OF THE TEAMS. Topics discussed: Need for the motion; request to wait until report comes from the Team after their August 5 meeting. Persons speaking: Harris; Brenner. Brenner agreed to table the motion for a week. Topics discussed: Having team meetings open to the public; definition of member of the public; selection process; means of getting public involved. Persons speaking: Mathisen; Brenner; Henderson; Woods. BRENNER MOVED TO RECOMMEND TO THE COUNCIL THAT ALL TEAMS SHALL HAVE PUBLIC MEMBERS REPRESENTING A VARIETY OF INTEREST GROUPS TO BE SOLICITED AND SELECTED BY THE TEAM LEADERS. The motion carried unanimously. Topics discussed: Problem of contacting groups; schedule adjustment; timing of presenting team recommendations to Council. Persons speaking: Henderson; Mathisen; Brenner; Harris. HENDERSON MOVED TO RECOMMEND TO THE COUNCIL THAT THE PLAN BE FORWARDED FOR A PUBLIC HEARING WITH THE JOINT COMMITTEE WITH A HEARING DATE TO BE SCHEDULED. Harris clarified the difference between this motion which accepts or endorses the plan and the first motion which merely presents the plans. The Committee members discussed the motion among them. Brenner changed her vote on the first motion to nay. Henderson withdrew his motion. The meeting was adjourned.
